Our ITS Division is looking for a Journey Application Developer who thrives on solving complex problems collaborating with experts across the agency and creating clean reliable tools that keep our mission moving forward.
You will design and support enterprise systems that help protect wildlife serve communities and give our staff the technology they need to do their best work every day.
What to Expect-
Among the varied range of responsibilities held within this role theApplication Developer will
System and Enterprise Application Development:
- Consult with customers information technology staff agency domain experts and commercial system developers to investigate and analyze agency business processes and data requirements.
- Design and develop software applications to meet agency requirements adhering to agency state and federal policies for security accessibility and open data.
- Design and develop integration applications that interface between DFW Jira Data Center with other DFW resources. Adhere to agency state and federal policies.
- Develop new data systems and data models while maintaining current data models as required.
- Oversee and work with consultants in the design and development of agency software applications.
- Maintain version control and access to all code.
Support Ongoing Development and Maintenance of Agency Systems:
- Develop requirements for enhancements to agency systems.
- Maintain and support agency enterprise application systems.
- Provide professional support troubleshoot evaluate resolve and de-bug complex application function and programming related problems.
- Diagnose application server and database problems across all environments and implement solutions.
- Maintain and configure development and test application servers.
- Advise hosting staff on security configurations for production environments.
- Work directly with consultants to design and develop enhancements or bug fixes to agency systems.
Information Technology DFW Jira Data Center Configuration and Automation:
- Serve as system administrator for DFW Jira Data Center Development Test and Production environments; working independently to support the applications and the server infrastructure on which the environment is hosted.
- Perform Atlassian Jira upgrades using VMWare snap shots for taking backups prior to performing updates.
- Customize DFW Jira Data Center to satisfy DFW programs workflows and business automation needs.
WORKING CONDITIONS:
Work Setting including hazards:
Duties are performed in an office setting.
Schedule:
Typically 8:00 am to 5:00 pm Monday through Friday. However a varied schedule may be required including working Saturday or Sunday and overtime during peak periods system implementations maintenance and outages.
Travel Requirements:
Some travel may be required throughout the State to attend training meetings and conferences.
Customer Interactions:
Work directly with IT Managers and Executive management on technical network and related issues. May have customer interactions with any WDFW employees and other agencies. Customer service and Customer interaction is integral to department success.
QUALIFICATIONS:
Required Qualifications:
Option 1:
- Bachelors degree from a four-year accredited college or university with major coursework in Computer Science Information Technology or a related degree.
AND
- Five (5) years of information technology experience in one or more of the following:
- Consulting analyzing designing programming installing and/or maintaining computer software applications hardware telecommunications or network infrastructure equipment.
- Directing projects.
- Providing customer or technical support in information technology.
- Administering or supervising staff who performed work in any of these information technology disciplines.
AND
- Two (2) years of development experience working specifically with Atlassian/Jira Technologies (experience may be gained concurrently).
AND
- Ability to provide expert-level resolution tasks for major program-wide high-risk/high-impact or program-critical applications.
Option 2:
- Eight (8) years of information technology experience in one or more of the following:
- Consulting analyzing designing programming installing and/or maintaining computer software applications hardware telecommunications or network infrastructure equipment.
- Directing projects.
- Providing customer or technical support in information technology.
- Administering or supervising staff who performed work in any of these information technology disciplines.
AND
- Four (4) years of application development experience specifically building n-tier data management applications using C#.NET (experience may be gained concurrently).
AND
- Two (2) years of development experience working specifically with Atlassian/Jira Technologies (experience may be gained concurrently).
AND
- Ability to provide expert-level resolution tasks for major program-wide high-risk/high-impact or program-critical applications.
Special Requirements/Conditions of Employment:
Undergo a background check which will include fingerprinting. This position works with confidential information especially within the Enforcement Program.
Preferred Qualifications:
In addition to the required qualifications our ideal applicant will possess some or all the following:
Experience:
- Demonstrated scripting capabilities and have experience automating the processes for managing objects in Active Directory as well as other data source such as MS SQL.
- ITIL knowledge with expert-level experience managing and supporting an ITSM technology solution (e.g. Atlassian Jira Service Management).
- Experience managing IIS web servers and SSL certificates.
- Experience building web services using C#.Net.
Expert Knowledge of:
- Principals and concepts of business process and software design; relational and distributed database technology; networks and communications; and project management.
- Software development methodologies and life cycles.
- Scripting with Windows PowerShell.
- Commonly used programming languages databases and operating systems on multiple hardware platforms.
- Systems analysis and information system concepts techniques and operating principles.
- Program specification designing testing and prototyping.
Skills in:
- Software applications such as finance human resources utility billing geographical information systems and permitting.
- Design and testing tools and methodologies.
- Project Management and planning tools.
Ability to:
- Operate install maintain configure and troubleshoot a variety of highly technical computers local and wide area network equipment servers and peripherals.
- Develop and maintain positive and cooperative relationships inside and outside of workgroup interacting in a friendly open honest and accepting manner.
- Develop plan and coordinate agency-wide implementation of system changes upgrades and new installations.
- Adapt to changing environment and support of multiple customers.
