Description

The Second Judicial District is accepting applications for a Senior Administrative Manager position for the Civil Court Division. The Second Judicial District is an innovative and progressive environment that serves Ramsey County processing over 110000 cases per year with a complement of 34 judicial officers and over 240 employees.

This is a highly responsible advanced administrative and management position. The Civil Division includes 10 assigned judges 1 probate referee and over 39 employees. This position will provide oversight for the Behavior Health Unit comprising Treatment Courts Civil Commitment Court and handling of Rule 20s. This position also oversees the processing document acceptance and court support for non-criminal case types including Major Civil Conciliation Court Housing Court Probate Family and Child Support.

Work is performed with a great deal of independence under the general supervision of the Judicial District Administrator to whom the position directly reports. This position is responsible for management of multiple locations ongoing coordination of court operations and is a part of the districts senior management team. The position is characterized by frequent exercise of independent judgment discretion and personal initiative on a regular basis.

This position is hybrid with opportunities for remote work based on business need.

Responsibilities:

  • Coordinates organizes and directs case management through court managers at two different locations; establishes and monitors divisional goals and strategic plans.
  • Conducts continuing research and evaluation of court programs and operation including the development and application of improved methods of administration for the purposes of increasing the efficiency and effectiveness of court administration.
  • Assists the judiciary and the Judicial District Administrator in the formulation and implementation of policy; confers with judges county and city agencies and others to ensure appropriate services are provided; oversees complex projects; provides staff support to judicial committees; advises and supports judicial team; coordinates bench policy and procedure roll out.
  • Develops and administers the Civil Court Budget in coordination with District Finance; forecasts expenditures; sets priorities for funding as part of the senior management team; oversees collection and accounting of fees.
  • Represents the district on task forces policy committees and in other meetings with judges commissioners private attorneys and justice system partners.
  • Formulates implements and evaluates Court policies and procedures to ensure effective and efficient service in response to strategic needs statistical information and/or changes in legislation/rules; interprets and executes statutory mandates rules of court and judicial branch policies.
  • Directs and coordinates case assignment; manages case flow; monitors case levels; designs systems and establishes procedures for assigning cases; and monitors system for adequacy. Coordinates division functions with other units and departments.
  • Oversees implementation and enhancements of major technology projects.

Minimum Qualifications:

  • Possession of a Bachelors degree from an accredited college or university with major coursework in judicial administration public administration business administration or related field.
  • Significant experience in leadership supervision technical and professional management or professional experience in court management or administration is preferred.
  • Any combination of education training and work experience which indicates possession of the skills and abilities needed is acceptable.
  • Considerable knowledge of court procedures laws and legal factors pertaining to courts and of modern principles and practices of public or judicial administration.

Knowledge Skills and Abilities:

  • Demonstrated skills in project management and implementing technology projects such as system conversions and developing new technology tools.
  • Experience in writing reports and drafting policies.
  • Excellent written and verbal communications skills to including giving formal presentations.
  • Demonstrated ability to drive for results.
  • Experience in making sound decisions based on analysis and experience in a timely manner.
  • Excellent interpersonal skills and organizational savvy.
  • Ability to model organizational values vision and mission.

Preferred Qualifications:

  • Experience in the areas of major civil conciliation court housing court probate and commitment court.
  • Experience in managing a large budget.
  • Ability to organize direct and coordinate administrative activities through subordinates managers and supervisors.
  • Ability to organize and coordinate large projects.
  • Experience in making statute changes.
  • Proven ability to anticipate future trends assess impact of issues and display a systematic thought process.
