Job Summary

SALARY: up to $65000-$73749 annually

SUMMARY The GIS Manager in the City of South Bends Department of Innovation & Technology (I&T) has a leadership role in maintaining the Citys enterprise GIS its user base and various applications. The GIS Manager will implement standards and procedures for the Citys enterprise GIS environment work closely with personnel across various city departments to direct data projects and facilitate application implementations. These initiatives will be aligned with Mayoral priorities or driven by departmental needs and opportunities.

SUPERVISION EXERCISED Supervises the GIS Senior Specialist.

ESSENTIAL DUTIES AND RESPONSIBILITIES This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.

  • Implement and maintain data governance policies and best practices
  • Track prioritize and guide multiple projects simultaneously
  • Administration of various application databases.
  • Data schema development and set up for various departments.
  • Monitor and assess GIS sites and applications
  • Maintain and update the Citys GIS software inventory.
  • Coordinate and supervise technological training and support for city-wide departments pertaining to GIS use and data standards.
  • Evaluate implications of new applications and processes on legacy data and/or applications performance.
  • Support data maintenance of various systems in conjunction with other departmental subject matter experts.
  • Availability to work off-hours for maintenance and upgrading of IT systems

EDUCATION AND/OR EXPERIENCE

  • Bachelors degree in computer science Geography GIS or related area of study. Significant professional experience will be considered in place of a degree.
  • Minimum 2 years of ArcGIS Enterprise system experience preferred.
  • Strong interpersonal skills.
  • Experience leading data projects and guiding clients to meet their goals.

KNOWLEDGE SKILLS AND ABILITIES PREFERRED

  • Proficiency with Esri ArcGIS platform (Enterprise Online Pro and related tools).
  • Experience with data standards geospatial analysis and data visualization.
  • Familiarity with Python scripting SQL and API integrations for GIS workflows.
  • Understanding of cloud-based GIS environments and data security protocols.
  • Strong written and oral communication skills.
  • Excellent organizational and leadership skills.
  • Self-motivated with keen attention to detail.
  • Ability to prioritize and execute tasks in a professional manner.
  • Ability to analyze problems and select proper corrective action.
  • Knowledge of databases (MS SQL MySQL PostgreSQL) and database transactions.
  • Strong project management skills.
  • Ability to establish and maintain effective working relationships with co-workers supervisors and the public

WORK ENVIRONMENT Work is performed in an office setting with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate in the office. Entire office is smoke free. This position is based in South Bend Indiana. This position is eligible for hybrid work in the Department of Innovation & Technology as long as engagement with city teams and work performance remains high.
