Job Description
The New York City Department of Sanitation (DSNY) keeps New York City healthy safe and clean by collecting recycling and disposing of waste cleaning City streets and vacant lots and clearing snow and ice. DSNY is the nations largest municipal sanitation agency with nearly 10000 employees 59 district garages and a fleet of more than 5000 trucks cars and other types of equipment. The Department clears litter snow and ice from approximately 6500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Under Local Law 199 of 2019 the Department of Sanitation is required to implement a program known as Commercial Waste Zones (CWZ) which transfers the regulation of private waste haulers to the Department of Sanitation.
The New York City Department of Sanitation (the Department) is seeking one Audit and Compliance Lead to join the Bureau of Commercial Waste (Bureau). The Audit and Compliance Lead will oversee and guide audit and compliance operations for DSNYs Commercial Waste Zones (CWZ) program. This position plays a key role in ensuring that commercial waste carters and vendors comply with contract terms laws and regulations. The successful candidate will bring advanced audit leadership financial oversight and compliance expertise to support DSNYs mission of transparency accountability and operational excellence.
Responsibilities of the position include but are not limited to the following:
-Lead audits and compliance reviews to assess adherence to Commercial Waste Carter contract terms applicable laws and DSNY rules and regulations.
-Develop and execute comprehensive audit plans risk assessments and work programs to ensure audit objectives are met on schedule.
-Supervise the preparation and quality review of audit workpapers including analyses memos reports and findings documentation.
-Provide expert guidance and training to audit staff on compliance methodologies risk analysis and corrective action tracking.
-Partner with cross-functional teams across the Bureau to ensure coordinated and professional audit operations.
-Oversee follow-up reviews and corrective action implementation to strengthen program integrity.
-Conduct site visits and field audits as needed to verify compliance and operational performance.
-Prepare and present detailed audit reports including findings recommendations and status updates to senior management and agency executives.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.
associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.
4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
