What is the role

As the Senior Project Manager for Highways at LEA you will lead the detailed design and delivery of complex highway projects. Your responsibilities will include ensuring compliance with industry standards and guidelines such as the Transportation Association of Canada (TAC) and the Ministry of Transportation of Ontario (MTO) manuals. You will also coordinate project activities manage deliverables and provide technical guidance to project teams.

In this role your duties and responsibilities will include:

  • Lead the detailed design activities for complex highway projects in compliance with the Transportation Association of Canada (TAC) and the Ministry of Transportation of Ontario (MTO) manuals design standards and guidelines.
  • Manage and coordinate deliverables with the design team and provide technical guidance to Project Designers on complex design issues and day-to-day project design activities.
  • Develop quantity takeoff and cost estimates for highway projects.
  • Attend and represent LEA as an Engineer in project coordination meetings with clients stakeholders and internal teams to ensure the delivery of high-quality project design and delivery.
  • Participate in utility coordination meetings with utility companies representatives and owners and manage utility conflicts to ensure compliance with design standards and guidelines.
  • Participate in project meetings addressing design-related queries and providing technical input.
  • Liaise with other project discipline team members and sub-consultants to ensure seamless coordination of technical aspects throughout the project.
  • Perform in-field review/investigation of existing highway conditions and provide technical recommendations as needed.
  • Mentor and coach junior team members and participate in their professional growth and development plans.
  • Develop and maintain positive relationships with clients stakeholders and regulatory agencies.
  • Support and promote a culture of health and safety by ensuring compliance with policies and proactively identifying and mitigating workplace hazards to protect the well-being of team members.
  • Continuously grow professional skills and knowledge through training sessions seminars workshops and involvement in professional associations to stay updated on the latest trends software and technology.
  • Other duties and responsibilities within the scope of the Civil Division.

The qualifications you need:

  • Bachelor of Engineering in Civil/Structural with 15 years of experience managing highway projects including planning design and delivery.
  • Licensed Professional Engineer () with Professional Engineers Ontario (PEO).
  • Registered in RAQS (Registry Appraisal and Qualification System) with MTO for the following categories:
    1. Detail Design Major Reconstruction and/or Widening;
    2. Detail Design Multi-Lane Arterial & Expressway Major Reconstruction and/or Widening;
    3. Detail Design Multi-Lane Arterial & Expressway Minor Reconstruction and Resurfacing.
    4. Preliminary Design Functional Planning and Design Studies.
  • Proven experience managing highway projects including scope schedule cost and risk management.
  • Strong knowledge of Transportation Engineering principles and Jurisdictional Design Guidelines (e.g. TAC MTO OPSD AODA).
  • Demonstrated expertise in highway design principles including alignments geometrics staging utilities roadside safety quantity takeoffs pavement marking signage and constructability.
  • Experience coordinating with MTO stakeholders navigating project approvals and managing consultant and contractor teams.
  • Proficiency in industry-relevant software: AutoCAD MicroStation Civil 3D InRoads/OpenRoads.
  • Strong understanding of MTO procurement processes and contract types (e.g. Design-Bid-Build Design-Build) including risk management strategies.
  • Ability to lead multidisciplinary teams mentor junior engineers and work independently with minimal oversight.
  • Strong communication skills including stakeholder engagement report preparation and presentations.
  • Knowledge of health safety and environmental requirements in highway projects.
  • Experience mentoring junior engineers and fostering collaborative team environments.
