Learn how Premera supports our members customers and the communities that we serve through our Healthsource blog: Regulatory Compliance & Ethics (RC&E) Program Administrator actively supports Premera Blue Cross regulatory affairs strategic goals through focused advocacy detailed regulatory analysis and strategic consultation. Additionally this role supports the implementation and oversight of Premeras Compliance & Ethics this dynamic role the RC&E Administrator is an advocate on behalf of Premera with external stakeholders to support our corporate goals and partners with Legislative Affairs and Legal to guide internal Premera teams on the implementation of new and changing laws and regulations.

What youll do:

  • Assist in the assessment and analyzing of proposed and final regulations and other regulatory directives and support related company implementation efforts.
  • Plan and conduct compliance monitoring reviews as assigned to verify compliance with established policies and applicable regulations. This may involve independent sampling and testing to determine if applicable departments/functions are in compliance.
  • Assist in compiling data requests of functional areas in preparation for regulatory exams.
  • Work with business areas to ensure policies and procedures exist for key regulatory processes.
  • Oversee regulatory reporting and filing tracking of required submissions for both RCE and business areas.
  • Effectively interact with all levels of employees; possess a solid understanding of cross-organizational operations to provide thorough accurate and timely analysis of regulatory and compliance questions in an easy to understand format.
  • Develop ongoing education tools and resources for all levels of management and employees to allow for self-service research where requirements are straight-forward.
  • Complete monthly OFAC/Sanction Checks ensuring that any potential matches are thoroughly researched and investigated consulting with Legal as needed.
  • Support the design and completion of departmental metrics to aid in monitoring performance. Actively identify opportunities for improved efficiency in metric tracking and performance of key department initiatives such as the Office of Foreign Asset Control (OFAC)/Sanction screening conflict of interest monitoring and resolution required reporting third party oversight etc.
  • Prepare and distribute the quarterly Regulatory and Compliance Dashboard.
  • Continuously improve Regulatory Compliance & Ethics processes by using LEAN methodologies to streamline work and eliminate low value activities.
  • Perform other duties and special projects as assigned.

What youll bring:

  • Bachelors degree or four (4) years work experience. (Required)
  • Four (4) years experience working in the regulatory compliance legal public policy or internal audit space or post graduate education in a related field and experience. (Required)
  • Certified Compliance and Ethics Professional (CCEP) (Preferred)
  • Prior healthcare or insurance background (Preferred)
  • Strong interpersonal written and presentation skills with ability to research and communicate complex technical information in an accurate and easily understandable manner to all levels of employees including leadership.
  • Knowledge of regulatory compliance and/or legislative process.
  • Proven ability to analyze and evaluate legal and regulatory requirements.
  • Proven ability to effectively manage and prioritize multiple priorities and assignments of moderate complexity efficiently and effectively.
  • Proven ability to successfully negotiate and influence without authority in difficult situations.
  • Demonstrated strong analytical skills; proven ability to identify and question information that goes outside the norm.
  • Proven and effective problem-solving and decision-making skills.
  • Strong motivation to learn willingness to be a team player yet operate independently as required.

Working Environment
Work is performed within a normal office environment with ambient temperature.

The pay for this role will vary based on a range of factors including but not limited to a candidates geographic location market conditions and specific skills and experience.

The salary range for this role is posted below; we generally target up to and around the midpoint of the range.

National Plus Salary Range:

$99100.00 - $168500.00

*National Plus salary range is used in higher cost of labor markets including Western Washington and Alaska.
