Jhpiego seeks a procurement and supply chain coordinator to support the District Health Office Islamabad in
managing and strengthening procurement and supply chain functions ensuring effective implementation and oversight of program activities.
Responsibilities
- System Strengthening: Assess existing procurement and supply chain management processes to identify bottlenecks and recommend Develop and implement district-level improvement plans aligned with national standards and donor requirements.
- Procurement Management: Prepare and review bidding documents (RFQs ITBs RFPs) conduct bid evaluations and manage contracts in accordance with PPRA and donor rules. Ensure transparency accountability and proper documentation in all procurement transactions.
- Supply Chain Operations: Lead forecasting quantification and supply planning for essential medicines and health commodities. Oversee warehousing storage inventory control and distribution to ensure uninterrupted supply and minimize wastage.
- Capacity Building: Conduct training mentoring and on-the-job support for DHO and facility staff on procurement procedures logistics management and LMIS reporting.
- Digital Systems and LMIS Strengthening: Facilitate the effective use of digital platforms and the Logistics Management Information System (LMIS) for real- time inventory tracking and reporting.
- Monitoring and Evaluation: Track procurement and supply chain performance indicators conduct periodic reviews and support evidence-based improvements.
- Coordination and Liaison: Collaborate with the Department of Health Ministry of NHSR&C and development partners to ensure alignment and coordination. Provide technical support to the Procurement and Supply Chain Technical Working Group (TWG) and follow up on action points.
- Compliance and Audit Support: Ensure adherence to procurement laws donor guidelines and internal control Facilitate internal and external audits and address findings through corrective action plans.
- Reporting and Documentation: Prepare analytical narrative and progress reports; document key activities and share regular updates with the DoH and partners.
Required Qualifications
- Education: Masters degree in Commerce Business Administration Supply Chain Management or a related field.
- Experience: Minimum 7 years of progressively responsible experience in procurement and supply chain management preferably within the health sector.
- Strong understanding of PPRA rules donor procurement policies and health commodities management.
- Proven experience in stakeholder coordination communication and relationship management.
- Demonstrated ability in data management LMIS utilization and analytical reporting.
- Excellent communication negotiation and presentation skills.
- Proficiency in MS Office and supply chain management software/tools.
