SEA 09P is responsible for developing and maintaining the Navy Modernization Process (NMP) policies and supporting information systems that govern the planning engineering and execution of modernization across the surface fleet. This contract supports SEA 09P in advancing modernization process standardization continuous improvement and integration with the Navys digital engineering and IT this role you will lead the design integration and sustainment of IT systems supporting modernization activities ensuring alignment with cybersecurity configuration management and system engineering standards. - Develops and maintains Systems Engineering Plans (SEPs) cybersecurity documentation and technical artifacts
- Ensures systems comply with DoD and Navy cybersecurity frameworks including NIST SP 800-37
- Oversees integration of modernization systems with NAVSEA enterprise tools and databases
- Leads configuration management and technical baseline control for modernization systems
- Supports development testing and deployment of system enhancements under Agile and DevSecOps frameworks
- Coordinates with software and database engineers to align technical design with modernization process requirements
- Provides technical briefings and engineering support to SEA 09 leadership
REQUIRED SKILLS/EXPERIENCE- Fifteen (15) or more years of experience in Systems Engineering
- Demonstrated experience in developing System Security System Engineering Plan (SEP) System Security Plans technical artifacts and integrated fielding schedule
- Demonstrated experience in supporting Systems Security Engineering (SSE) activities as described in DoD Acquisition guidelines
- Demonstrated experience in designing and maintaining complex integrated software hardware and/or web application solutions per Agile methodology and DevOps/DevSecOps framework
- Demonstrated experience in milestone management per EVM requirements
- Demonstrated applied knowledge of NIST Special Publication 800-37
REQUIRED EDUCATION / CERTIFICATIONS- Bachelors degree in Systems Engineering Computer Science Computer Engineering (masters preferred)
- Cybersecurity Certification
PREFERRED SKILLS/EXPERIENCE/CERTIFICATIONS - Project Management Institute Agile Certified Practitioner (PMI-ACP)
- Certified Information Systems Security Professional (CISSP)
- Fifteen (15) or more years of experience with DOD/Navy Systems Engineering
