The Project Engineer Electrical & Instrumentation (E&I) is responsible for coordinating and managing all E&I engineering procurement and construction activities for offshore EPC projects. The role ensures that electrical and instrumentation systems are engineered installed tested and commissioned safely and in full compliance with project specifications client standards and international codes.
The position demands strong multidisciplinary coordination technical competence and field experience in offshore E&I systems including power distribution control safety and automation systems.
Reports to: E&I Lead Engineer / Project Engineering Manager / Project Manager
Key Responsibilities
1. Engineering & Design Coordination
- Review monitor and coordinate all E&I engineering deliverables such as single-line diagrams cable schedules layout drawings loop diagrams control philosophies and instrument indexes.
- Ensure all E&I designs comply with client specifications (QatarEnergy / ADNOC / ARAMCO) and international standards (IEC IEEE NEC API ISA).
- Interface with process mechanical and civil disciplines to ensure proper integration of E&I systems.
- Review vendor drawings and technical documents for electrical equipment (transformers switchgear MCCs) and instruments (transmitters analyzers control valves F&G detectors).
- Verify design adequacy for offshore environments including hazardous area classification (Ex/ATEX).
2. Procurement & Vendor Management
- Prepare Material Requisitions (MR) perform Technical Bid Evaluations (TBE) and recommend technically compliant vendors.
- Coordinate with procurement and expediting teams to ensure on-time delivery of electrical and instrumentation equipment.
- Monitor vendor progress witness FATs (Factory Acceptance Tests) and ensure proper documentation and certification.
- Support logistics and ensure all E&I equipment is packed and shipped per offshore requirements.
3. Construction & Offshore Coordination
- Supervise installation of electrical and instrumentation systems in fabrication yards and offshore platforms.
- Review and approve installation method statements inspection test plans (ITPs) and work packs.
- Ensure construction works are carried out as per approved drawings and project safety standards.
- Provide technical support to offshore construction and commissioning teams for testing energization and loop checking.
- Participate in punch list clearance mechanical completion and pre-commissioning of E&I systems.
4. Interface & Control
- Liaise with project control planning QA/QC and HSE teams to ensure schedule adherence and compliance.
- Interface with automation vendors (DCS/ESD/F&G/SCADA) for integration and testing.
- Coordinate with client representatives for inspections approvals and system acceptance.
- Manage change requests and technical queries (TQs) ensuring timely resolution and document updates.
5. Documentation & Reporting
- Maintain E&I deliverable registers material tracking and progress monitoring reports.
- Prepare weekly and monthly engineering and construction progress updates.
- Ensure all E&I documentation test certificates calibration records and as-built drawings are properly compiled for handover.
- Support preparation of system dossiers and final data books for client approval.
Qualifications & Experience
- Bachelors Degree in Electrical Electronics Instrumentation or Control Systems Engineering.
- Minimum 8 years of EPC project experience with at least 4 years in offshore E&I projects (platforms topsides subsea or FPSO).
- Sound knowledge of offshore electrical distribution systems (LV/MV) control systems safety systems and instrumentation.
- Familiar with hazardous area equipment Ex certification and cable management systems.
- Proficient in project engineering tools (SmartPlant SPI/Intools AutoCAD Aconex MS Office).
- Good understanding of fabrication installation and commissioning processes for offshore facilities.
- Excellent communication and team coordination skills.
Preferred Certifications
- Offshore survival (BOSIET/HUET) & H2S certification (mandatory for offshore visits).
- ISO 9001:2015 awareness / internal auditor certification.
- Vendor training in electrical or control systems (e.g. ABB Siemens Honeywell Yokogawa).
- PMP or equivalent project management certification (advantageous).
