Job Description:

We are seeking a highly skilled and motivated Program Chief Engineer to join our team in L3Harris Technologies Herndon VA location. Reporting to the Business Chief Engineer of Surface & Airborne Integrated Systems Undersea Systems this person is responsible for delivering the technical cost and schedule performance for all engineering content within a program. They are responsible for maintaining adequate resources for all engineering functions in the pursuit of the projects goals and operational plans.

The Program Chief Engineer will manage a team of engineers from multiple disciplines and oversee CAM (Control Account Management) activities for the assigned project. Program responsibilities encompass the full system life cycle from contract review program baseline design and development installation customer interface and warranty support. Technical understanding to support design decisions through product specification evaluation trade study conduct and critical analyses is required.

Essential Functions:

  • Build lead and manage a cross-functional engineering team consisting of mechanical electrical systems and software engineers to ensure ongoing advancement of the program.
  • Technical cost and schedule accountability for technical program execution. Manage contract change and all phases of the portfolio from capture to sustaining.
  • Maintain a climate of fostering a high level of employee motivation performance and commitment.
  • Review and approve estimate to complete (ETCs) of the engineering content of the program.
  • Represent engineering with major customers and stakeholders through clear communication.
  • Conduct trade studies to compare different hardware design options and select the most appropriate solutions.
  • Perform critical analyses of subcomponents to identify potential issues and ensure optimal performance.
  • Provide guidance and support to achieve project goals including preliminary design integration and formal hardware/software qualification.
  • Oversee CAM activities including budgeting scheduling and resource allocation for the program.
  • Collaborate with other departments and stakeholders to ensure seamless integration of hardware sub-assemblies and software.
  • Develop and maintain documentation related to system design analysis and testing.
  • Participate in design reviews technical meetings and project planning sessions.
  • Ensure compliance with industry standards regulations and best practices.
  • Lead technical staff members to resolve issues.
  • Support new business pursuits and proposal cost reviews to ensure proper technology readiness Design to Cost and resource alignment.
  • Communicates within and outside of the organization to explain and influence changes to practices processes and approaches.
  • Office-based with occasional travel to project sites or meetings as required.

Qualifications:

  • Bachelors Degree in an Engineering discipline and minimum 9years of prior relevant experience. If a graduate degree is also held a minimum of 7years of prior relevant experience.
  • At least 3 years of program technical leadership experience across program life-cycle.
  • Experience leading hardware/software integration and qualification including experience running the integration and test plan end to end.
  • US Citizen and eligible to obtain and maintain a Secret level Security Clearance.
  • Knowledge of CAM principles and experience managing CAM activities.
  • In-depth knowledge of project management and systems engineering philosophies.
  • Provides input into new products.
  • Excellent computer skills with strong proficiency in Windows interface Microsoft Office package (Outlook Excel Word PowerPoint Project Visio). Working knowledge of project management systems.
  • Excellent communication skills (written verbal & presentation).
  • Willingness to travel.

Preferred Additional Skills:

  • Project Management Professional (PMP).
  • Experience in systems engineering including requirements decomposition/traceability architecture design and test and evaluation.
  • Ability to work collaboratively in a team environment.
  • Strong organizational skills and attention to detail.
  • Experience in navy defense or related industries.
  • Familiarity with industry standards and regulations.
  • Familiarity with maritime products and undersea acoustics.
  • Active DoD Secret Security Clearance.
