Overview
The Department of Children and Families (DCF) is seeking an experienced leader well versed in organizational and change management to serve as the Departments Commissioner. This is an appointed position that is part of the Governors extended cabinet and reports to the Secretary of the Agency of Human Services. The Commissioner is responsible for providing overall leadership for the department and overseeing all operations.
The Department for Children and Families encompasses six divisions and offices:
1. Family Services Division which ensures the safety and well-being of children and youth;
2. Economic Services Division that helps individuals and families meet their basic needs;
3. Child Development Division which ensures access to quality child care and development services;
4. Office of Child Support which helps families with issues related to child support;
5. Disability Determination Services who determine medical eligibility for federal disability benefits; and
6. Office of Economic Opportunity that supports organizations that provide direct services to low-income Vermonters.
Description
The Commissioner will be expected to drive operational changes in the department including a focus on workforce recruitment retention and culture stabilization of the child welfare system of care and development of pathways to housing stability. DCF priorities are ever changing but mission stands true to include fostering the healthy development safety well-being and self-sufficiency of Vermonters. We provide benefits services and supports to some 200000 Vermonters every year including children youth families older Vermonters and people with disabilities. We are seeking an innovative leader with proven experience driving major changes in an organization. This is a highly visible position that will routinely interface with members of the public media and legislature. Candidates should be comfortable driving changes in the face of potential scrutiny.

All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service holistic service strengths-based relationships and results orientation.
Compensation
The statutory salary range for this position is $132494 to $198741. Starting salary is negotiable based on education and experience.
Desirable Qualifications
Bachelors degree or higher.
Leadership experience at a managerial or executive level in a large sized organization. Strong experience in change management and driving large-scale organizational changes Leadership experience in health and human services would be helpful
Experience using data to inform decision making
Ability to access and leverage best practices and resources in human services
Ability to build relationships with relevant external research organizations Ability to build relationships with community and advocacy groups
