About the Project
In line with the vision of Viksit Odisha 2036 and Viksit Bharat 2047 the Government of Odisha has prioritized strengthening state-level health systems to ensure quality affordable healthcare and nutrition for all. To advance this goal a pilot of a digital unified Care Coordination Model (CCM) will be launched in selected districts of Odisha. The CCM seeks to establish an integrated patient-centric model of care that addresses persistent gaps in access continuity and quality of servicesparticularly in high-disease-burden and resource-constrained regions. The model will integrate digital health solutions such as ABDM-enabled Personal Health Records (PHR) Care Coordination Call Centres Hospital Management Information Systems (HMIS) and health management dashboards to enable coordinated and assured quality care for citizens.
PATH as a technical partner will extend technical assistance and managerial support for the preparation rollout and implementation of CCM in close collaboration with the Government of Odisha development partners and other stakeholders. The initiative aims to demonstrate end-to-end care coordination strengthen health workforce capacity and generate evidence to inform scale-up and long-term sustainability.
Position Summary
The Senior Program Officer Digital Health (Delhi-based) will provide leadership coordination and oversight for CCM implementation in Odisha. The role will focus on engaging with the Department of Health and Family Welfare and other stakeholders facilitating procurement and vendor onboarding monitoring implementation progress and generating evidence of impact. The officer will also play a key role in aligning technical partners supporting operational teams and ensuring adherence to project timelines and deliverables.
This position requires a strategic professional with strong leadership skills proven experience in digital health programme implementation and the ability to effectively navigate complex stakeholder ecosystems at the national and state levels.
Key Responsibilities
Program Leadership and Implementation
Lead the planning execution and monitoring of CCM activities ensuring alignment with state and national priorities.
Oversee procurement processes and vendor management (HMIS PHR apps CCC operators dashboards).
Ensure adherence to ABDM NHM and digital health frameworks.
Stakeholder Coordination and Government Engagement
Serve as a key liaison with the Department of Health and Family Welfare development partners and other stakeholders.
Support formal government buy-in ensuring transparency compliance and alignment with advocacy and regulatory requirements.
Organize and lead consultations workshops and review meetings to address progress bottlenecks and opportunities for scale-up.
Capacity Building and Change Management
Guide the design and delivery of training programmes for state district facility and frontline staff.
Promote changea management strategies to strengthen adoption and institutionalization of CCM.
Foster development of a digitally competent health workforce to sustain operations post-project.
Monitoring Evaluation and Documentation
Monitor project milestones vendor performance and health system readiness.
Prepare progress reports landscape assessments and knowledge products for government and donor audiences.
Document learnings case studies and policy briefs to inform state and national health strategies.
Support evaluation and dissemination efforts to build evidence for CCM scale-up.
Sustainability and Scale-Up
Contribute to a sustainability roadmap including transfer of operational functions to government.
Provide inputs on financing models governance mechanisms and interoperability frameworks.
Support development of a long-term plan for state- and national-level scale-up.
Required Qualifications and Experience
Masters degree in public health Health Informatics Information Technology Business Administration or related field.
810 years of professional experience in health systems strengthening digital health or programme management (preferably in government or donor-funded projects).
Demonstrated experience in stakeholder engagement with state health departments development partners and technical vendors.
Strong understanding of Indias public health system ABDM NHM and national digital health priorities.
Experience in procurement vendor management project monitoring and knowledge dissemination.
Proven ability to manage multidisciplinary teams and navigate complex stakeholder environments.
Skills and Abilities
Excellent leadership communication and negotiation skills.
Ability to bridge technical and functional domains in digital health implementation.
Strong project management analytical and problem-solving abilities.
Proficiency in MS Office Suite; familiarity with project management and knowledge management tools.
Fluency in English and Hindi (written and spoken) required.
