Duties & Responsibilities:
- Review DSHS contracts invoices and time equipment and material records for accuracy and completeness.
- Ensure projects comply with applicable federal and state laws including:
- 44 CFR.
- Stafford Act (Public Law 100-707).
- Disaster Mitigation Act of 2000 (Public Law 106-390).
- Coordinate with FEMA and the Texas Division of Emergency Management (TDEM) to resolve project-level issues.
- Prepare and enter required documentation to FEMA.
- Respond to FEMA Requests for Information and provide clarifications or supplemental documentation.
- Act as liaison between DSHS and FEMA to facilitate approvals and resolutions.
- Assist with drafting and submitting FEMA appeals.
- Support the financial and programmatic closeout of FEMA grants.
- Document and communicate lessons learned post-event.
- Submit itemized invoices for FEMA project or application.
- Provide training to DSHS personnel regarding FEMA Public Assistance model and project closeout processes.
- Coordinating with Texas Department of Emergency Management (TDEM)/HORNE/FEMA COVID-19 response invoice reviews.
- Provide surge staffing to meet evolving public health needs.
- Assist and lead program development aligned with Governor FEMA Director and US Secretary of Health and Human Services directives.
