This recruitment is being held to establish an open eligible list to fill current and future Fleet Technician II positions within OC Public Works. This recruitment may also be used to fill similar and/or lower-level classifications throughout the County of Orange.

OC FLEET SERVICES
OC Fleet Services (OCFS) is a service area of OC Public Works responsible for vehicle life-cycle management maintenance/repair and compliance with State and Federal emissions requirements. OCFS provides responsive cost-effective fleet services to agencies/departments of the County of Orange. OCFS ensures safe and properly maintained public fleet vehicles for internal service customers.

THE OPPORTUNITY
Orange County Public Works has an outstanding career opportunity for a skilled Fleet Technician II. Under the supervision of a Supervising Fleet Technician incumbents in this position perform skilled and complex work related to the specialized maintenance and repair of light duty vehicles heavy construction vehicles and other specialized equipment as well as other duties as required.

Job duties vary according to the specific area of assignment and may include but are not limited to the following:
  • Diagnosing and repairing mechanical electrical and other operating defects in automobiles gasoline and diesel-powered trucks and electric vehicles
  • Diagnosing and repairing mechanical electrical hydraulic and operating defects in gasoline electric and diesel-powered heavy construction equipment
  • Installing or equipping public safety vehicles with emergency equipment

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate is a journey-level heavy equipment and/or automotive technician with at least three (3) years of experience in the maintenance and repair of heavy equipment and/or automobiles. Automotive Service Excellence (ASE) Master Technician certifications in the Automotive and Truck series are highly desirable but not required.

In addition to the minimum qualifications the ideal candidate will possess the following core competencies:

Industry Knowledge
  • Knowledge of techniques and methods of overhauling and repairing light and heavy gasoline electric and diesel-powered equipment and related components including engines carburetors electrical systems and transmissions
  • Proficient in the theory care and operation of gasoline alternative electric and diesel-powered internal combustion engines and mechanical components for the maintenance and repair of passenger vehicles light trucks heavy construction equipment and trucks powered by gasoline alternative electric or diesel fuels
  • Thorough knowledge of principles methods and practices pertaining to the operation of an automotive and construction equipment maintenance and repair shop
  • Work in accordance with all applicable codes regulations and guidelines pertaining to vehicle safety and proper operation of the vehicle/equipment including but not limited to Federal Motor Vehicle Safety Standard (FMVSS) Federal Consumer Product Safety Commission Regulation California Code of Regulations Title 13 California Highway Patrol and Occupational Safety and Health Administration

Technical Expertise
  • Knowledge of methods materials tools and equipment of the trade and their use in the maintenance and repair of heavy and other mechanical equipment
  • Knowledge of the principles and methods used in a program of preventative maintenance
  • Knowledge of computer software used in high volume automotive repair shops such as Fleet Focus
  • Knowledge of preventative maintenance inspection methods
  • Diagnose and locate mechanical defects and estimate the cost of repairs
  • Review requests and reports of required work on heavy construction equipment and trucks
  • Knowledge of safe work methods and safety regulations pertaining to the scope of work

Oral and Written Communication
  • Effectively discuss assignments with supervisors in order to determine the proper course of action
  • Speak and write clearly and concisely to communicate information effectively
  • Articulate complex technical concepts and systems in a manner that can be clearly understood
  • Read understand and follow written and oral instructions such as factory service bulletins automotive light truck and heavy construction equipment manuals and memorandums
  • Establish and maintain effective working relationships with those encountered in the course of work
  • Provide guidance and/or assistance to co-workers as requested
  • Prepare documentation such as parts requisitions daily time cards preventative maintenance (PM) check list equipment received records and equipment disposal reports

Education and Experience
Three (3) years of journey level technical experience which demonstrates the possession of the required knowledge and abilities referenced above.

Or

One (1) year as a Fleet Technician I with the County of Orange.

Education or training that can be directly related to the knowledge and ability requirements may be substituted for up to one (1) year of journey level technical experience at the rate of three (3) semester units for one (1) month of experience and one (1) hour of job-related training for one (1) hour of experience.

**NOTE** Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the
National Association of Credential Services (N.A.C.E.S.).

License and Certifications Required
A valid California Class C Driver License by date of appointment. (Class A or B may be required for some assignments)

Special Requirements
Incumbents are expected to provide their own hand tools.

Physical and Mental Requirements
Positions in this class typically require: body mobility to stand stoop kneel crouch squat push pull or crawl; ability to move distances within and between warehouses offices and field locations; lift or move up to 50 pounds occasionally and/or up to 25 pounds of force constantly to move objects; climb stairs and ladders and work traverse and balance atop of the stairs; ability to mount and dismount forklift and/or truck; vision efficient to read up close and at distances over 20 feet and distinguish colors to identify road signs and signals read color wire schematics identify correct ordered parts and properly identify wire harness color coding; ability to detect distinguish and determine odors; requires the ability to speak and hear well enough to communicate clearly and understandably in person to individuals and groups; possess manual dexterity sufficient to use hands arms and shoulders repetitively and without limitation to range and motion to operate keyboards tools and specialized equipment; ability to drive work vehicles on uneven roads.

Environmental and Working Conditions
Position assignments include outdoor and indoor field yards office settings and shop locations. Work location shops and field conditions are subject to varying weather conditions heat variance from an open air work shop and field service locations and uneven terrain due to equipment location. Incumbents may be exposed to dust and chemicals from equipment being maintained including paint line stripper vegetation spray rigs exhaust fumes from running equipment gases and fluids. May be exposed to intense noise levels from the shop machinery and equipment. May be required to wear safety equipment including safety shoes and boots glasses and face shields ear plugs and muffs protective gloves and rain attire.

RECRUITMENT PROCESS

Performance Examination & Structured Oral Interview (SOI) (Weighted 100%)
Applicants will be evaluated based on practical (hands-on) job exercises designed to elicit the applicants qualifications for the job. Upon completion of the performance exercise applicants will then be interviewed by a panel of subject matter experts (SME). Each applicants rating will be based on responses to a series of questions. Only the most successful candidates will be placed on to the eligible list.

Based on the Departments needs the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.

Eligible List
Once the assessments have been completed HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for current and future vacancies.
