BOLI has an opening for one Compliance Specialist 1 in the Apprenticeship & Training Division. This position will be based in our Portland office. The successful candidate may also be eligible to work a hybrid schedule.

This is a limited duration full-time SEIU represented position that is scheduled to last until June 30 2026. This recruitment may be used to fill additional vacancies as they occur.

  • Complete compliance reviews on registered apprenticeship programs
  • Investigate and analyze suspected non-compliant situations and apply federal and state regulations laws and guidelines to identify severity of violation(s)
  • Cite committees employers and apprentices to appear before the Oregon State Apprenticeship & Training Council (OSATC) pursuant to disciplinary proceedings and Oregon Administrative Rules (OARs)
  • Provide technical assistance to apprenticeship committees and employers to assist in obtaining compliance

Working Conditions

  • Frequently conducts training and job site visits and may encounter conditions requiring the use of a hard hat safety glasses hearing protection etc. requiring specific training prior to visiting projects.
  • Occasionally attends committee and OSATC meetings in the evenings and weekends.
  • Occasional overnight travel may be required.
  • May require working over 40 hours per week including some evenings and weekends.
  • Frequently use the state motor pool transportation.
  • Must have a valid drivers license and an acceptable driving record or an acceptable alternative

This Is What You Need to Qualify

Minimum Qualifications:

  • Two years of experience doing administrative research that included compiling and evaluating facts to recommend management action or decide eligibility or compliance with program guidelines and regulations.
  • Note: college-level coursework may substitute for the experience on the basis of 45-quarter units per year of experience.

The ideal candidate will possess the following desired skills and attributes:

  • Proficient in collecting analyzing evaluating and reporting data; using tools like Excel and Google Sheets.
  • An eye for detail; identifying and understanding errors in data spotting inconsistencies in spreadsheets and reports.
  • Understanding of government rules and regulations including adherence to policies standards and legal requirements.
  • Proficient in writing clear and concise reports.
  • Capable of managing multiple projects with competing deadlines using organizational tools to plan prioritize and coordinate with supervisors.
  • Work effectively with people from diverse backgrounds whether in person over the phone or through digital communication tools.
  • Ability to communicate effectively and professionally to build trust and gather information through various channels (in person phone virtual).
  • Experience with both digital systems (e.g. SharePoint OneDrive) and traditional filing methods for maintaining organizational records.
  • Proficient in using commonworkplace software such as:
  • Spreadsheets (e.g. Excel or Google Sheets) for organizing and analyzing data
  • Word processing tools (e.g. Microsoft Word or Google Docs) for writing reports
  • Email and calendar tools (e.g. Outlook or Gmail) for communication and scheduling
  • Collaboration platforms (e.g. Microsoft Teams Zoom or Slack) for meetings and teamwork

Additional Information

  • Per the Pay Equity Law passed in 2017 a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience education training and certifications documented in the application materials. On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
  • The salary range listed is the non-PERS eligible rate. If youre already a participating PERS member or once you become PERS eligible after 6 months of employment the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
