Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.

The NCIA provides a wide range of services including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
• Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.

Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.

To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

To strengthen the Alliance through connecting its forces the NCIA delivers secure coherent cost effective and interoperable communications and information systems in support of consultation command & control and enabling intelligence surveillance and reconnaissance capabilities for NATO where and when required. It includes IT support to the Alliances business processes (to include provision of IT shared services) to the NATO HQ the Command Structure and NATO Agencies.

ACT and the NCIA are jointly pursuing the development and deployment of a Space Domain Awareness (SDA) system. This system is envisioned as minimum viable product for fulfilling some of the Space Domain Awareness operational requirements.

1.3 The NATO Communications and Information Agency (NCIA) Chief Technology Office (CTO) Space Technology and Resilience Team (STAR) located in The Hague The Netherlands is currently involved in the development and deployment of new capabilities for NATO in cooperation with ACT and as such is looking for a devops expert with full stack expertise.

Role Duties and Responsibilities

• Build and manage cloud infrastructure on Microsoft Azure including Azure App Services Azure Functions and Azure Kubernetes Service (AKS).
• Set up and maintain CI/CD pipelines to automate testing building and deployment.
• Collaborate closely with a small team to improve system reliability scalability and performance.
• Troubleshoot and optimize applications and infrastructure for high availability and security.
• Participate in code reviews architectural discussions and best practice sharing.
• Develop and maintain responsive user-friendly web applications using and TypeScript.
• Design and implement backend services and APIs using Python.
• Support the deployment of prototype systems (e.g. SDA Dashboard) on NU and NS networks.
• Advise STAR team on deployment solutions and options available within NCIA according to NCIA CIS architecture.

Essential Skills Experience and Certifications

• Motivated good communication skills team player
• 2 Years experience as a DevOps Engineer
• Hands-on experience with Microsoft Azure (Azure App Services Azure Functions AKS Azure DevOps)
• Experience with CI/CD tools (e.g. Azure DevOps GitHub Actions Gitlab)
• Good working knowledge of infrastructure as code (IaC) and containerization (Docker Kubernetes)
• Strong problem-solving skills and the ability to work independently in a team
• Flexibility and willingness to learn on the jobwe value adaptability and a proactive attitude
• Familiarity with database systems like PostgreSQL

Desirable Skills Experience and Certifications

• Experience with monitoring and logging tools (e.g. Azure Monitor Application Insights)
• Knowledge of serverless architectures and event-driven systems
• Familiarity with security best practices and compliance standards
• Experience with working in a closed environment
• Experience using and TypeScript
• Experience with implementing backend services and APIs using Python

Education

• Nationally recognized/certified university qualification on computer science / programming
• Or exceptionally the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience that is/are of interest to NCI Agency that is at least 3 years extensive and progressive expertise in duties related to the function of the post
