English Language Development Teacher
Position Details: This part-time itinerant position is currently serving Montessori Regional Charter School. Actual weekly schedule will be according to the school/student schedules and calendar but generally schedule will be Monday through Friday between 8:45am-2:45pm.
Position Summary:
This is a certified professional-level position subject to tenure provisions. The role involves identifying English Learner (EL) eligibility instructing and advocating for students who are at risk of being or have been identified as ELs as outlined by the Pennsylvania Department of Education (PDE) in the Basic Education Circular for Educating English Learners. EL Teacher Specialists are responsible for delivering instruction focused on the linguistic features of English to eligible students. Additionally they collaborate with school staff parents and administration to identify strengths and needs of students and work collectively to achieve growth targets related to English language proficiency skills.
Start Date: 2025-2026 school year
Salary (2025-2026 school year):
Bachelors - $42.88/hour
Masters - $45.46/hour
Masters 15 - $45.46/hour
Qualifications Required:
- Pennsylvania Department of Education Instructional Certificate
- Pennsylvania Department of Education English as a Second Language (ESL) Program Specialist PK-12 certification or Emergency Certified
- Must hold a valid drivers license in the individuals state of residence

Essential Functions and Proficient Responsibilities Required:
- Implement the PA approved and LEA adopted procedures for identifying and educating English Learners PK-12
- Develop and execute efficient instructional schedules derived from complex scenarios to address the needs/priorities of the students families and schools in the assigned locations and at the designated times.
- Utilize data-driven decision making to develop and implement effective instructional practices teaching resources strategies and necessary accommodations that promote the academic and social success of EL students.
- Conduct assessments and analyze results to determine and report language proficiency needs in alignment with the Pennsylvania-adopted curricular standards and Local Educating Agencys (LEA) Language Instruction Educational Plans.
- Prepare for and participate in Individualized Education Program plans and meetings for ELs eligible for special education.
- Create and maintain a safe and respectful learning environment that aligns with the maturity level and interests of the students according to LEA policy and procedures.
- Prepare for lessons and meetings and provide written evidence of preparation upon request of immediate superior.
- Regularly evaluate students accomplishments adjust programs to optimize outcomes and provide progress reports in accordance with LEA policies and PDE expected growth attainment targets and measures.
- Engage and educate students families staff and stakeholders on English language acquisition along with individualized strategies to improve student outcomes foster cultural sensitivity and address barriers.
- Take all necessary and reasonable precautions and proactive measures to protect students equipment materials and facilities.
- Maintain accurate complete and compliant records in accordance with legal requirements district policies and administrative regulations.
- Assist the administration in implementing all policies rules and procedures governing student life and while establishing fair and nondiscriminatory rules to promote appropriate classroom behavior.
- Ensure that all services align with current ethical standards and professional guidelines.
- Continuously strive to enhance professional competence through evidence-based reputable and vetted resources while maintaining professional certifications.
- Other related duties as assigned.

- Ability to communicate effectively both orally and in writing and to explain complex instructions in an easily understandable fashion to students families educational staff stakeholders and the public.
- Ability to work effectively in both isolated and collaborative team environments based on student/school/IU needs and priorities
- Knowledge of state and federal laws that impact operations within assigned environments as well as the IU while managing programmatic and student-related files with compliance.
- Must be flexible and able to tolerate many situations and personalities while maintaining communication and professionalism including confidentiality.
- Must be able to sit at desk or stand for extended periods of time.
- Must have auditory acuity to listen to other people via phone and in person.
- Must be able to withstand emotional stress.
- Must have valid PA drivers license and be able to travel within IU region or outside of IU region as required.
- Ability to utilize appropriate technology and necessary applications with proficiency.
Work Environment:
This job operates in a professional educational environment and requires a dress code. This role routinely uses technology including computers/devices applications and online platforms to complete daily tasks. Due to travel outside of the assigned headquarters and workspace candidates are required to have a vehicle and valid drivers license to attend all job-related duties.

Essential Functions:
- Provide assistance supporting the fundamental concepts and practices of ESL/ELD instruction
- Select and design teaching resources for English learners
- Provide instructional adaptations/modifications to assist English learners
- Conduct effective assessments to identify levels of language proficiency acquisition and content learning
- Monitor English learners content learning
- Participate in individualized education plan preparation for English learners who are participating in special education assistance/services
- Provide school staff with resources/professional activities to promote understanding and sensitivity toward all cultures
- Provide appropriate information and services to English learners family
- Provide assistance to academic content teachers as they instruct English learners in the required content knowledge
Successful applicants will be required to submit acceptable PA Child Abuse Clearance PA Criminal History Clearance and Federal History Clearance as well as complete forms Act 168 for current employer and any previous employer where the applicant worked directly with children. Additionally a negative TB test will be required within 3 months of receipt of the test results by the IU.
