Job Summary

The New York City Housing Authority (NYCHA) is the nations oldest and largest public housing authority with more than 176000 apartments and responsibility for administering a citywide Section 8 leased housing program that serves over 200000 additional tenants. NYCHAs Asset & Capital Management (A&CM) Division integrates and aligns the Authoritys existing development modernization and asset management work being carried out by the Capital Programs Recovery & Resilience and Comprehensive Modernization departments. This includes a $4.5 billion capital program one of the largest in NY State. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models strong partnership with residents and other stakeholders strategic data-driven portfolio planning and cost-effective project delivery and management. The Division also positions NYCHAs housing portfolio for the future by incorporating innovative building materials construction methods and technology improving residents quality of life while enhancing building performance and management systems.

The Energy Programs within the Sustainability team of A&CM oversees Energy Conservation Measures installations at NYCHA including Weatherization Electrification and De-Carbonization efforts. Energy Programs is responsible for managing over 150 active construction projects at any given time across the Authoritys properties throughout the city. These projects can range from $10000 to up to $250 million. Regular Capital investments are necessary to ensure that NYCHA developments remain in good and livable conditions. These projects include Energy Conservation renovations and modernization of apartments retrofits efficient lighting upgrades Building Management Systems and De-Carbonization measures affecting various building systems.

Position Description

Under direction performs technical work that is necessary to ensure compliance with energy-related codes rules and laws and develops and implements energy generation or conservation projects. This assignment level encompasses energy plan examination quality control review of inspections and reports and development and implementation of energy generation or conservation projects.

Reporting to the Project Manager in Energy Programs of Sustainability the department seeks an Assistant Project Manager to provide support in delivering the capital portfolio on time within budget and scope as initiated by the project charter and with the highest level of safety and quality.

Responsibilities include but are not limited to the following:
technical plan examination work related to Energy Conservation Measures implementation.
and review design plans for conformity with energy-related codes rules and laws and approved plans and specifications.
quality control reviews of energy generation or conservation-related inspections and submitted reports.
recommendations regarding the approval of energy generation or conservation-related applications and the issuance of permits for building construction.
and implement energy generation or conservation projects to meet energy efficiency and carbon reduction goals including managing design and construction.
commissioning and measurement and verification of energy generation or conservation projects.
as a technical subject matter expert including preparing technical training resources related to energy generation or conservation projects and energy-related code rule and law compliance.
and train consultants as needed.
in planning design procurement construction and close-out; monitor project status to ensure compliance with schedules and contract deliverables.
and resolve project issues; conduct meeting with internal and external stakeholders and Tenant Association representatives to resolve issues as necessary.
that comprehensive project files are maintained consistent with HUD requirements; assist in the audit of contracts by HUD or other stakeholders.
the Project Manager with key items such as constructability reviews submissions subcontractor approval processing payments RFI response delay analysis and schedule control.
field sites regularly to assist in scoping meetings resolving design and/or construction issues as required.
in obtaining all required external approvals such as the Certificate to Proceed Advice of Award etc. to ensure proper funding is in place; follow-up on funding approvals Energy Performance Contracts and/or City funded projects.
the discretion of the Project Manager may be expected to manage capital projects of routine to moderate complexity.

ENERGY CONSERVATION SPECIALIST - 22430


Qualifications :

1. A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering engineering technology; environmental science; facilities management; physics; or a related field; or
2. Completion of an apprentice program a minimum of two (2) years in length in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory full-time experience in energy generation or conservation work such as planning developing implementing inspecting analyzing testing and verifying interventions to generate clean energy or reduce energy usage; or
3. Four (4) years of satisfactory full-time experience in energy generation or conservation work such as planning developing implementing inspecting analyzing testing and verifying interventions to generate clean energy or reduce energy usage; or
4. Education and/or experience equivalent to 1 2 or 3 above. One (1) year of acceptable experience will be credited for every 30 semester credits of undergraduate education in any of the fields described in 1 above. One (1) year of acceptable experience

Special Note
To be eligible for placement in Assignment Level II candidates other than Professional Engineers or Registered Architects must have either:
a)A Bachelor of Architecture degree that is the first professional degree in architecture from an accredited college; or
b)A baccalaureate degree from an accredited college or university and a masters degree in building science energy management or engineering from an accredited college or university; or
c)After meeting the minimum qualification requirements a masters degree in any of the fields described in 1 above.
d)After meeting the minimum qualification requirements one (1) additional year of experience as described in 4 above; or

To be eligible for placement in Assignment Level III candidates other than Professional Engineers or Registered Architects must have after meeting the requirements for Assignment Level II one (1) additional year of experience as described in 3 above.

To be eligible for placement in Assignment Level IV candidates must have either:
a)A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law and at least one year of experience as described in 3 above as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in 1 above; or
b)In addition to meeting the requirements for Assignment Level III one (1) additional year of experience in a supervisory capacity or as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in 1 above.

License Requirement
A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment. Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.
