Job Summary

ORGANIZATIONAL November 2018 New York City voters approved three ballot initiatives establishing the New York City Civic Engagement Commission. The Commissions programs include citywide participatory budgeting voter language assistance providing trainings to community board members partnering with community-based organizations and civic leaders to increase civic engagement and awareness of City services and assisting City agencies in developing civic engagement initiatives. The Commissions office is situated under the Office of Technology and Innovation (OTI).

JOB RESPONSIBILITIES: The Chief of Staff serves as a senior leader and trusted advisor and reports directly to the Chair & Executive Director. The position is responsible for enhancing internal operations managing human resources functions aligning cross-team strategies and ensuring effective administration across the agency. The role involves having an overview of organizational priorities and serves as a connector across all functions. It requires balancing operational leadership people management and ongoing strategic planning and implementation with roughly a third of time dedicated to each area.

The ideal candidate will be an equity-driven systems thinker who thrives in a dynamic collaborative environment. Responsibilities will include:

Human Resources & Team Culture
-Primary liaison with OTI Human Resources (HR) labor relations conflict resolution EEO and staff trainings.
-Coordinate recruitment hiring onboarding vacancy transitions and internal role development working with OTI HR and CEC team leads.
-Coordinate execution of performance evaluations internal learning/required trainings and professional development initiatives.
-Foster a workplace of respect inclusion and belonging where staff can dialogue about ideas feedback questions and mistakes.
-Help coordinate team-building efforts to foster trust and collaboration.

Executive Leadership & Strategic Alignment
-Serve as a strategic advisor and partner to the Executive Director.
-Represent the Executive Director in internal and external meetings including interagency and City Hall engagements and cross-departmental forums.
-Help drive ongoing organizational strategic planning and alignment with the Commissions priorities and civic mission.
-Maintain clarity consistency and transparency in internal messaging and decision-making processes.

Organizational Operations & Compliance
-Supervise Operations Lead and implementation of internal systems and standard operating procedures to improve clarity efficiency and equity.
-Supervise workflows such as inventory resource access vendor protocols public meetings and workspace coordination for staff.
-Collaborate with the CIO on implementing protocols for the management and protection of identifying information.
-Serve as the agencys Records Management Officer to ensure office-wide compliance with city-mandated records retention policy.

Budgeting & Procurement
-Supervise Budget Manager on execution of fiscal planning budget implementation vendor coordination and timely execution of contracts.
-Liaise with OMB and OTI budget to strengthen budget management; troubleshoot and resolve bottlenecks.
-Provide strategic direction to leverage strengths of various procurement vehicles reinforce operational priorities and ensure compliance with City financial management protocols.
-Align financial practices with program and strategic goals and serve as a partner in fiscal planning for the office.

Program Coordination & Cross-Team Synergy
-Identify opportunities for resource sharing aligned planning and mutual support across program teams.
-Activate and build systems of collaboration and coordination across teams such as structures for staff-led innovation and cross-functional.
-Oversee special projects and initiatives as assigned to further the strategic goals of the Commission.

HOURS/SHIFT
Day - Due to the necessary management duties of this position in a 24/7 operation the candidate may be required to be on call and work various shifts such as weekends and/or nights/evenings.

1. A baccalaureate degree from an accredited college and five years of satisfactory full-time experience related to projects and policies required by the particular position;
