JOB SUMMARY:
Under the general direction of the Public Works Operations Supervisor performs maintenance and repair on municipal rights-of-way including related facilities and storm water drainage channels. Duties include operating all equipment tools and vehicles to accomplish assigned tasks.
Provides direction and supervision to Public Works Crew Members volunteers and other community service workers on work assignments. Efficiently performs a variety of manual labor tasks in the maintenance of municipal buildings grounds rights-of-way and other public properties. Work is performed cooperatively and in a manner that ensures individual and co-worker safety. Responsible for performing other tasks as directed.
ORGANIZATIONAL RELATIONSHIPS:
Uses tact diplomacy and a positive attitude in all internal and external communications whether verbal or non-verbal and other interactions with the public or other municipal employees.
ESSENTIAL JOB FUNCTIONS:
- Oversees Public Works Crew Members and/or general contracted laborers to ensure that all assigned duties are completed efficiently and correctly.
- Maintains all City rights-of-way streets and storm water drainage channels including the removal of visual obstructions along rights-of-way patching filling potholes paving and sweeping.
- Maintains public grounds including watering mowing trimming and removing trash brush and other debris.
- Uses a variety of hand- and power-tools and equipment.
- Operates heavy machinery and other vehicles / equipment necessary for the transport of materials and supplies.
- Oversees personnel in the use of hand and power-operated tools and equipment heavy machinery and vehicles.
- May perform the handling and/or application of hazardous materials in accordance with Local State and Federal regulations.
- Installs traffic signage cones and barricades during fair and inclement weather.
- Performs basic carpentry and related functions.
- Inputs maintains and produces activity logs reports and other related data.
- Communicates with the Operations Supervisor on all scheduled work activities.
- Performs all other duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES:
- Working knowledge of:
- Equipment and tool operation and maintenance;
- Construction;
- Safety standards; and
- Personal computers copy and fax machines and other typical office equipment.
- Ability to read write and comprehend the English language.
- Ability to understand and follow written and oral directions.
- Ability to work cooperatively in a team and work crew environment.
- Ability to perform heavy manual labor in all weather conditions and in dirty uncomfortable conditions.
- Ability to sustain continuous physical effort including frequent bending walking manipulation of and heavy lifting of equipment.
- Ability to establish and maintain effective working relationships with other employees and the general public.
- Ability to work independently.
- Ability to supervise workers.
QUALIFICATIONS:
- Must be able to pass a background check and drug test.
EDUCATION & EXPERIENCE:
- High School diploma or G.E.D. required.
- Two (2) years work experience in public works or related position.
- The City will consider any other combination of education and experience that would provide the applicant with the desired skill set knowledge and ability required to perform the job.
CERTIFICATES & LICENSES:
- Valid Texas Drivers License required.
- Valid Class B Texas Drivers License or ability to obtain one within six (6) months of hire date preferred.
PHYSICAL REQUIREMENTS:
- Ability to lift 90 pounds.
- Ability to work in confined spaces
- Ability to bend twist kneel crawl lift heavy objects and perform manual labor.
WORK ENVIRONMENT:
Work is performed primarily outdoors in all kinds of weather exposing the employee to inclement weather and related hazards.
WORK HOURS:
- Monday Friday 8:00 a.m. to 5:00 p.m.
- May be required to work weekends or before or after business hours for special events or emergencies. May be required to work overtime as necessary.
