Department History Overview

Harris County Resources for Children and Adults was founded in 1966 as Harris County Child Welfare to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention intervention and adult services.

Triad Home Safe Crisis Case Manager Overview:

Under the supervision of the TRIAD supervisor this position is responsible for answering the Triad Home Safe Hotline and screening for program eligibility and arranging short-term placement and treatment for youths.


Duties & Responsibilities:

  • Answers the Home Safe Hotline 4 days/week 10 hours a day gathers demographic information to meet immediate needs and locates guardian screens for eligibility for the Triad Home Safe program contacts and dispatches the appropriate advocate for surviving youth at the rescue scene or hospital and makes referrals to Department of Family and Protective Services (DFPS) if needed.

  • Coordinates services between referring party and advocate helps advocate and law enforcement to determine an immediate placement for surviving youth documents contacts related to hotline calls coordinates the response with the other Crisis Specialist and Family Navigator liaisons with Juvenile Probation and DFPS law enforcement and advocate completes data mining of existing social service history within Harris County Resources for Children and Adults (HCRCA) and TRIAD.

  • Coordinates Rapid Response Team (RRT) meeting within 24-72 hours of the initial call to assist with treatment planning plans for short-term placement and makes recommendations of the RRT with youths legal guardian and assist the advocate and family member with placement.

  • Provides assistance with ongoing crisis intervention with the youth and family as needed.

  • Ensures youth enrollment in the client database and documents contacts between initial call and the handoff to the Family Support Coordinator and creates a handoff plan to the MDT Coordinator for ongoing case coordination and treatment planning.

  • Acts as a subject matter expert for child sex trafficking for any staff members working outside regular business hours at Youth Services Center and the region (HRCA DFPS JPD The Harris Center for Mental Health and IDD etc.).

Requirements

Education:

  • Bachelors Degree in Social Work Psychology Sociology Criminal Justice or closely related field.

Experience:

  • Two (2) years verifiable paid full-time work experience working with children in youth-service agencies such as Department of Family and Protective Services (DFPS) Harris County Resources for Children and Adults (HCRCA) The Harris Center for Mental Health and IDD or Juvenile Probation.

  • One (1) year verifiable experience participating in multi-disciplinary team meetings with at risk youth in either a juvenile justice mental health or child welfare setting.

  • Training and experience using a personal computer with a variety of software such as Microsoft Outlook Microsoft Word Microsoft Excel and Case Management Software

Licensure:

  • Reliable transportation with a valid drivers license (Texas) and auto liability insurance

  • Successfully complete the Child and Adolescent Needs and Strengths (CANS) training assessments within six months of employment and maintain yearly certifications thereafter.

Knowledge Skills & Abilities:

  • Ability to interact with youth parents advocates staff and community agencies.

  • Ability to work independently.

  • Ability to speak and interact with people of various social cultural economic and educational backgrounds.

  • Ability to maintain the highest standards of ethical behavior exercising honesty and integrity respect confidentiality and fairness.

  • Ability to establish and maintain effective relationships with adolescents family members school and government officials law enforcement community partners and the general public.

  • Excellent oral and written communication skills.

  • Strong detailed organizational reporting and documentation skills.

  • Must be able to interact with agency staff Department of Family and Protective Services (DFPS) staff collaborative partners families DFPS agencies and concerned parents tactfully and diplomatically.

  • Must be capable of preparing and maintaining reports.

  • Knowledge of protective services child and family development child management family systems and community resources.

  • Knowledge of county state and federal laws Texas Family Code statutes rules ordinances and regulations governing children.

  • Knowledge of principles practices and techniques of case management and administration case management documentation and records management.

  • Knowledge of the specific population being served child sex trafficking survivors or knowledge of populations at risk of minor trafficking involvement including children with a history of child sexual abuse runaway or involvement with the child welfare system.

  • Knowledge of the community competitors and resources available to the program and its participants (victims and at-risk minors).

  • Wednesday - Saturday 1:00 p.m. 11:00 p.m.

Salary:

  • $50003.20--$53040.00(Annually)

  • Based on 26 Pay Periods

  • Plus Mileage Reimbursement.
