Background
Food insecurity in Nigeria is driven by a combination of conflict climate events and economic challenges. violence in the BAY states (Borno Adamawa and Yobe) and northwestern states like Sokoto Katsina and Zamfara coupled with high inflation has worsened household vulnerability. Global supply chain disruptions the depreciation of the naira and rising costs of essential goods such as food fertilizers and fuel further exacerbate the crisis. Record-high flooding in 2022 and 2024 has displaced communities hindered humanitarian efforts and forced many to adopt negative coping strategies. These challenges including government directives to close IDP camps and relocate residents have intensified protection concerns for vulnerable groups leaving Nigeria among the high-risk countries in the region.
In response WFP Nigeria operates in this complex environment striving to address food security needs and upholding accountability to beneficiaries and donors. Consequently in alignment with the 2024 ED circular on monitoring and the global reassurance project WFP Nigeria is committed to implementing a multi-layered monitoring approach integrating remote and third-party monitoring with in-person site visits.
Objectives
Against this background in May 2025 WFP Nigeria set-up a remote programme monitoring system to:
1) strengthen existing monitoring capacities through a multi-layered approach complementing in-person data collection; and
2) increase cost-efficiencies in monitoring a larger number of sites in both targeted rural and urban areas helping NGCO meet the new Minimum Monitoring Requirements (MMRs).
3) Improve oversight of TPMs by conducting remote interviews with beneficiaries in TPM-assigned locations to verify the accuracy of their reports.
Programme Coverage
To achieve the minimum monitoring requirement and ensure third-party monitoring oversight WFP Nigeria contracted the service provider Diadem to carry out monthly computer-assisted telephone interviews (CATI) through MODA to collect monthly process and outcome monitoring data among WFP beneficiaries. Since the inception of the system in May nearly 4500 surveys have been completed covering Yobe Katsina and Borno states.
Job Purpose
To strengthen remote monitoring systems across country offices at the regional level through CCI funding WACARO has committed resources to support the engagement of a dedicated staff member at the Country Office for a period of three months. This staff member at the Assistant level will play a key role in ensuring the effective implementation of the remote monitoring system in Nigeria. The position will help generate timely and accurate data to inform decision-making enhance learning and ensure accountability to beneficiaries donors and other stakeholders.
