The Washington State Department of Natural Resources (DNR) Human Resources Division is looking for aHuman Resource Consultant 2 (HRC2) to join our team to deliver impactful human resources support to our people. As a Human Resource Consultant 2 this position reports to the Human Resources Data and Reporting Manager. This position will create oversee and perform Peer-to-Peer audit processes of HRMS transactions act as a trainer for HRMS processors and process HRMS transactions along with onboarding new employees.

This position interacts with all levels of managers supervisors and employees within the agency the Payroll office the Office of Financial Management and the general public regarding HRMS data and ensuring the accuracy of HRMS data.

To be successful in this role the incumbent must demonstrate strong organizational skills in processing large amounts of data into an HRIS system and be able to multitask in a fast-paced environment with deadlines.

Duties

Responsibilities:
Oversee and participate in Peer-to-Peer audit processes of HRMS transactions

  • Create maintain and update a Peer-to-Peer HRMS audit process to review other HRMS processors work to ensure HRMS transactions are accurate.
  • Train HRMS processors on Peer-to-Peer audit processes to ensure employees understand how to utilize and perform Peer-to-Peer audits.
  • Once the process is created perform Peer-to-Peer audits ensuring HRMS transactions are accurate.
Provide training to HRMS Processors
  • Provide training to new and current HRMS Processors on HRMS and other Human Resources systems based on training plans created by the HRMS HRC4 to ensure proper utilization of systems.
  • Create processes/procedures user guides and desk manuals for HRMS users.
  • Provide consultation to the HRMS Data & Reporting Manager to create and update DNR policies and procedures as requested.
Process HRMS Data and on-board new employees
  • Process personnel transactions for assigned areas. Determine salaries service dates benefit eligibility and research employee and position records as necessary. Initiate the creation of appointment letters ensuring the appointment is appropriate for the selected position. Make other necessary determinations associated with the appointments terminations and maintaining the employees correct status in HRMS (WA States personnel/payroll system). Use HRMS to process the transactions.
  • Onboard new employees and collect the required new employee paperwork in person.
  • Process position transactions for assigned areas. Using HRMS process position establishment abolishment reallocation and general maintenance activities.
  • Process organization transactions for assigned areas. Using HRMS process establishment/changes of organization codes and position and organizational unit reporting relationships. Using the PAY-1 system maintain the DNR organization code table. Coordinate changes with the DNR Payroll Budget Workplace Culture and Development and Information Technology divisions.
  • Determine when retro/minus pay adjustments are needed and take all actions necessary to make the adjustments. Notify Payroll of actions as needed.
  • Explain HR rules collective bargaining agreements policies procedures and programs to managers supervisors division contacts region designees and employees. Assist region processors as necessary. Respond to procedural/administrative inquiries and information requests from employees DNR Staff and members of the public.

Qualifications

Required Qualifications:

  • Bachelors in human resources administration business or related field from an accredited institution;
    OR comparable education and/or experience in human resources.
  • Experience in a human resources or related setting.
  • Experience entering and/or retrieving data from a human resource information recordkeeping system.
  • Experience using basic arithmetic to perform simple calculations (e.g addition subtraction multiplication).
  • Experience in training others.
  • Experience with multitasking and working in a fast-paced environment with hard deadlines.
  • Proficient in providing customer service.
  • Skill in verbal and written communication.
  • Commitment to fostering and supporting an environment that honors diversity equity inclusion and environmental justice practices.

Special Requirements and Conditions of Employment:
  • The assigned duty station is the Natural Resources Building in Olympia Washington. Work is performed almost exclusively (95%) indoors in office environments.
  • Requires occasional (less than 5%) travel for meetings trainings and/or visits to region offices and work centers in remote locations throughout the state. Overnight travel is rare and not anticipated.

  • Experience using HRMS.
  • Experience interpreting and applying public sector HR related statutes rules contract terms polices procedures and/or agency practices.
