Who we are

Our central role includes managing the provincial power grid in real-time overseeing and evolving Ontarios electricity market engaging with government municipalities and Indigenous communities and planning for Ontarios future electricity needs. Our employees play a key role in driving grid innovation protecting the system from threats advancing the provinces energy conservation programs and forecasting and procuring the electricity resources well need in the decades to come.

This role is a part of the Markets and Reliability Business Unit within the Market and Sector Evolution team. This is a union job.

The successful candidate will lead and support research and analysis to identify and address technical structural and policy challenges in Ontarios electricity sector contributing to the design of competitive market solutions that enable system reliability innovation and sector transformation.


What youll do

In this role youll make a meaningful impact by contributing to the IESO team and supporting the electricity needs of the province through:

  • Demonstrate a strong understanding of the interplay between real-time system operations and electricity markets and contribute to identifying how evolving system needs can be addressed through market enhancements.

  • Contribute to the assessment and design of competitive approaches for acquiring evolving and enabling novel services and products to meet Ontarios electricity and broader energy needs.

  • Support senior staff and management in developing solutions for sector transformation including (but not limited to) decarbonization integration of distributed energy resources (DERs) and other emerging technologies into Ontarios markets and reliability operations.

  • Maintain current knowledge of market theory energy trading methods and technological advancements. This includes regular review of academic technical and financial literature to inform market and sector evolution work.

In a typical day you will

  • Investigate how electricity markets and systems in other jurisdictions are enabling new technologies services and business models. Identify lessons and insights applicable to Ontarios evolving market and operational landscape.

  • Conduct data-driven analytical research using both quantitative and qualitative methods to inform market evolution policy development and strategic decision-making.

  • Conduct research analysis and provide recommendations that address emerging challenges and opportunities facing the electricity sector (e.g. with regards to consumer-level demand for electricity generation energy efficiency solutions and other interactions with energy sector agents)

  • Monitor and assess evolving energy sector policies and frameworks and identify their implications for market design operations and sector transformation in Ontario.

  • Review regulatory decisions in Ontario and other jurisdictions to assess potential implications for Ontarios electricity market. Synthesize findings and propose integration strategies within market development plans.

  • Respond to internal and external stakeholder feedback on market evolution initiatives ensuring perspectives are considered in the evolution of Ontarios electricity market.

  • Represent the Division or the IESO as assigned on committees task forces and in various forums. Present findings and recommendations related to market development initiatives to internal and external audiences.

  • Perform other duties and tasks as required to support the teams objectives and the IESOs strategic direction.

Role Requirements

Our team consists of experts from diverse backgrounds each bringing their unique perspectives and skills.

To succeed in this role youll need:

Education

  • Undergraduate degree (masters preferred) in management economics engineering public policy or related fields; PMP designation is an asset
  • The education required to complete the responsibilities associated with the position is typically obtained through 4 years of university training in a related field or equivalent education and experience.

    Experience

    • Requires strong understanding of the electricity sector from various perspectives policy regulatory operational planning etc.
    • The minimum level of experience for the incumbent to perform at a satisfactory level of proficiency is 6 - 8 years including the period of adjustment on the job itself
    • 4 years of experience in progressive roles in innovation design and delivery strategic planning energy policy utility regulation and/or other public policy areas
    • At least 2 years of experience in policy or strategy development options analyses and implementation of organizational priorities
    • At least 2 years of experience in project planning management and delivery requirements gathering and process or program design
    • Experience with developing quantitative and qualitative assessment tools
    • In-depth understanding of Ontarios electricity markets the operation of Ontarios electricity system and the various organizations involved in the electricity and broader energy sector


    Assets and Competencies:

    • Demonstrated knowledge in relevant topic areas including:
    • Innovation in the electricity sector
    • Distributed energy resources (DER) and renewable energy broadly
    • Electricity market design and Ontarios Market Renewal Program
    • Energy policy and utility regulation
    • Economic and environmental policy
    • Electricity system operation and optimization
    • System cost allocation and rate making for retail and industrial customers
    • Generation project development and costing
    • Exceptional writer with considerable experience drafting reports white papers presentations and briefing notes for senior audiences on complex and often technical issues with emphasis on developing recommendations and advocacy positions
    • Excellent listening skills (active listening indicating understanding integrating ideas as theyre heard/understood)
    • Strong verbal communication skills: capable of succinctly communicating complex ideas to a wide range of audiences
    • Demonstrated skill in influencing others to achieve objectives and ensure on-time delivery
    • Strong empathy: ability to understand issues from multiple perspectives (societal customer utility etc.) and to integrate a variety of perspectives in the development of ideas and options
    • Advanced quantitative and qualitative analytic skills
    • In-depth theoretical and empirical knowledge of project management innovation and research and development
    • Strong project planning requirements gathering data analysis and presentation skills
    • Skilled at using logic critical thinking and an efficient research approach to understand complex information scenarios and reports
    • Knowledge of policy development principles and processes
    • Understanding of how policy and economic principles apply to decision making in both business and government
    • Able to work independently using a consultative approach as a member of a multidisciplinary team
    • Experience with translation of policy into programs/projects
    • Demonstrated awareness and knowledge of political factors that can affect and influence the direction of innovation initiatives.
