Main Purpose of Job

This position functions as the Medicaid Eligibility Determination Assistant Director of Home and Community Based Services (HCBS) Waivers Long Term Care (LTC) and Disabilities Division for the Maryland Department of Health Office of Eligibility Services (OES) Eligibility Determination Division (EDD). This position in accordance with federal and state legislation policies regulations and procedures provides overall leadership administration and direction to Non-MAGI Medicaid Units ensuring program compliance and this capacity this position administers the daily activities of the four Non-MAGI/Aged Blind and Disabled (ABD) Medicaid Units and Problem Resolution Unit providing personnel management of its employees.

The Assistant Director is responsible for setting the goals and priorities of the Division as well as coordinating and monitoring the completion of the goals. As such this position routinely ensures team members interpretation and application of Medicaid regulations is accurate. This position is responsible for planning organizing training and supervising the work of the Division; developing revising and implementing protocols guidelines and controls for the administration of daily tasks for the Medicaid waivers/programs in which the Division determines financial eligibility for the Community Options Waiver Autism Waiver Waiver for Adults with Brain Injury Model Waiver Developmental Disabilities Administration Community Pathways Waiver and Institutes for Mental Diseases and Employed Individuals with Disabilities program overseeing the daily operations monitoring changes in federal and State laws and regulations and systems; making recommendations for regulations policies and system changes to ensure alignment with federal and State laws and regulations. This position represents EDD in meetings with officials from other agencies states the federal government applicants recipients and in legal proceedings. The Assistant Director is also responsible for complying analyzing and reporting on data for the programs under their purview.

This position operates in a hybrid manner meaning job duties will be performed both remotely and on-site unless otherwise directed by the appointing authority.

MINIMUM QUALIFICATIONS

Education:A Bachelors degree from an accredited college or university.

Experience: Fouryears of experience supervising employees in developing and applying policies and regulations or directing a program or project in a medical care program.

1. Candidates may substitute additional administrative or professional experience developing or applying policies and regulations in medical care health insurance federal or State entitlement programs or in a health or human service programon a year-for-year basis for the required education.

may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Care Administration classifications or Health Services Management specialty codes in the health-related field ofwork on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience performing qualitative and quantitative analyses on programmatic data to identify operational priorities gaps and enhancements.
  • Experience planning organizing and supervising the work of multiple needs-based/entitlement programs; developing revising and implementing protocols guidelines and controls to ensure successful operations that are in accordance with regulations.
  • Experience interpreting and applying federal and State laws and regulations for Medicaid.
  • Experience providing management of personnel including participating in the hiring process disciplinary action process performance evaluation training etc.
  • Experience writing developing and presenting various materials; managing a large fast paced workload; managing multiple competing projects and deadlines.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in these classifications may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
