The Washington State Department of Corrections is seeking an organized and purchasing specialist to join the Business Services team as a Procurement & Supply Specialist 4 (PSS4) who is designated as a technical expert in purchasing procurement and fixed assets throughout the state. The goal of this position is to plan source negotiate implement interpret and provide oversight of the purchasing & procurement process fixed assets and rules


As a PSS4 you will work each day to promote effective stewardship of state resources and provide goods and services necessary to support the staff and overall safe and secure operations of the Department. You will serve as the primary purchasing agent for various teams throughout the agency representing them in all aspects of a small or large purchase. You will work with all levels of customers and perform analysis and customer assessments to assist in identifying new contracting possibilities.


This critical role provides supervision and leadership to the Statewide Purchasing Unit Staff assessing the performance and training needs of team member while developing mentoring and coaching strategies. You will also be responsible for the accuracy of fixed assets n the Capital Asset Management System monitor and maintain the fixed asset inventory and Collaborate with the IT Asset Manager for IT equipment purchases that require entry in to the asset system and assist with physical inventories.

As a Procurement & Supply Specialist 4 some of your duties will include:

  • Procurement which could look like:
    • Utilizing Purchase Authorities State Contracts Department of Enterprise Services Direct Buy and Supplier Diversity policies RCW 39.26 Procurement of Goods and Services and the Governors Executive Orders
    • Preparing researching processing and finalizing orders using the TRACKS system or procure the item using the purchasing credit card
    • Serving as a Department Subject Matter Expert on Procurement
    • Providing oversight and responsibility for all DOC related purchases
    • Independently analyzing risks and benefits associated with the purchasing functions
    • Serving as the primary agency IT purchasing contact and attends and participates in DES and other agency meetings pertaining to IT acquisitions
    • Actively participating in DOCs Supplier Diversity initiatives and goals
    • Utilizing and remaining proficient in all levels of procurement to make acquisitions of goods and services to include DES master contracts competitive bid direct negotiations sole source contracts and emergency purchases.
    • Analyzing cost and procurement method to make the most effective value added purchases
    • Making independent judgements on the most appropriate purchasing technique to use for each acquisition
    • Collaborating with the MA5 from IT to track purchases all software renewals in a timely manner
  • Supervise Mentor Coach and Engage Staff

  • IT Hardware/Software/License Database Maintenance

Qualifications

What we need (required qualifications):

  • A Bachelors degree involving major study in business administration or closely allied field

AND

  • Four (4) years of experience in large scale procurement stock control receipt storage and issue functions in either government or business.

OR

  • An Associate of Arts Degree in Purchasing Management Business Administration or closely allied field

AND

  • Six (6) years of experience in large scale procurement stock control receipt storage and issue functions in either government or business.

OR

  • Eight (8) years of experience in large scale procurement stock control receipt storage and issue functions in either government or business

Full-time experience as a purchasing professional will substitute for the educational qualification on a year-for-year basis.

  • Knowledge of Employee Business Support Services (EBSS) Standard Processes Knowledge and expertise in application of EBSS standard processes applicable to your job duties
  • Knowledge of CAMS- Intermediate experience and knowledge of fixed asset inventory system
  • Expert Knowledge of State Contracts Ability to locate read and follow DES Contracts for compliance with Delegate Purchasing Authority
  • Knowledge of Purchasing Practices Expert experience and knowledge of purchasing practices systems agency policy and State regulations
  • Problem Solving - Ability to use analytical and problem-solving skills to review information and determine an appropriate solution. Information would include transactional data WAC RCW and Agency Policy
  • Strong time-management skills and work prioritization management. Excellent communication skills
  • Attention to detail and highly organized. Excellent critical thinking skills
  • Skilled in project management
  • Computer literacy Ability to effectively use agency standard software
  • Work environment awareness When working in any area of the facility assume responsibility for the first stage of safety in a prison environment by being consciously aware of your surroundings including exits entrances staff backup and Incarcerated Individuals

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner to take proper care all state-issued equipment and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires to potentially include components of the onboarding process. Some offices will have a drop in area available however a dedicated workspace within a DOC facility will not be provided.
