Job Summary

We have an opening for a Subcontract Analyst who will solicit negotiate award and administer various types of subcontracts for Construction/Architectural and Engineering Decontamination and Demolition (D&D) equipment materials supplies fabrications and services. You will in accordance with applicable regulations negotiate and administer various moderate to high value dollar fixed price cost reimbursable subcontracts of simple to moderate complexity.  This position is in the Procurement Department.

This position offers a hybrid schedule blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week. 

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Apply and interpret procurement policies procedures and processes ensuring compliance with established policies and procedures.
  • Review requisitions for completeness ensure appropriate subcontract form identify prospective bidders participate in vendor surveys prepare and issue solicitations host site visits and issue addendums.
  • Analyze data and a variety of factors to develop solutions and solve diverse issues and questions.
  • Evaluate quotes and negotiate most favorable terms prices and delivery with vendors for award of purchase orders and subcontracts.
  • Manage vendor compliance with terms and conditions and customer satisfaction approve invoices for payment and prepare files for close-out.
  • Award and administer purchase orders and subcontracts from award to completion including change orders and modifications expediting follow-up and close-out. While doing so develop and maintain all supporting file documentation.
  • Administer cost-type subcontracts from award to completion ensuring invoiced costs are consistent with subcontract terms and that closeout requirements are met in a timely manner.
  • Track and monitor all types of subcontracts including complex cost-type agreements in close-out status to ensure administrative requirements are met and validate subcontract costs.
  • Perform other duties as assigned.

Additional job responsibilities at the F04.3 level 

  • Interpret and apply complex procurement policies and processes ensuring compliance with DOE/NNSA requirements; analyze data to develop practical solutions for diverse challenges.
  • Administer the full subcontract lifecycle including acquisition planning solicitation vendor selection negotiation award administration and close-out for moderate to high-value contracts.
  • Prepare reports and responses to audits or reviews develop and write complex and technical best value source selection correspondence and provide recommendations.
  • Serve as a technical resource and knowledge leader collaborating with procurement teams internal stakeholders and external vendors to achieve organizational objectives.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • Bachelors degree in Business Administration or related field or equivalent combination of education and related experience.
  • Experience negotiating and administering subcontracts with unusual and/or complex terms and conditions.
  • Experience applying cost and price analysis techniques to determine best value for an organization
  • Working and practical knowledge of theories practices procurement techniques and methods such as DOE Acquisition Regulations (DEAR)s and/or Federal Acquisition Regulations (FAR)s cost accounting standards business law government regulations commercial business practices and Generally Accepted Accounting Principles (GAAP).
  • Experience developing and writing a variety of contract types including fixed price and cost reimbursable contracts ( such as Time and Materials or Cost Plus Fixed Fee).
  • Ability to analyze and solve complex problems that are diverse and multi-faceted including sound decision-making skills with ability to be innovative assess complex situations recommend appropriate actions and implement solutions.

Additional qualifications at the F04.3 level

  • Extensive experience interpreting and applying complex procurement policies with an ability to analyze data and develop solutions for diverse challenges.
  • Significant experience and demonstrated expertise managing the full subcontract lifecycle including solicitation negotiation award administration and close-out for moderate to high-value contracts.
  • Strong skills in preparing technical documentation reports and correspondence with experience supporting audits and making best value recommendations.
  • Strong leadership collaboration and communication skills to serve as a technical resource and effectively interact with teams stakeholders and external vendors.
