| Job Summary: |
The Hearing Division exercises the Commissions authority to hold public hearings and arbitrations on matters involving the regulation of public service corporations and the sale of securities. It includes Docket Control responsible for the Commissions filings and record-keeping.
This Special Assistant to Commission is a high-level expert resource to the Administrative Law Judges who preside over rate and other cases.
| Job Duties: |
Duties include helping the Administrative Law Judges in timely preparation of Recommended Opinions and Orders and preparation for hearing and assisting the Commissioners in their deliberative process and decision making. This involves performing in-depth analysis of public utilities applications and case filings scrutinizing spreadsheets prepared by parties and verifying mathematical calculations therein preparing accurate spreadsheets for the Administrative Law Judges use and identifying and summarizing issues for the Administrative Law Judges.
| Knowledge Skills & Abilities (KSAs): |
- Knowledge of utility ratemaking theories and rate design and skills in analyzing regulatory theory policy and law;
- Expertise in interpreting and analyzing a wide range of critical complex and technical financial economic and accounting data;
- Knowledge of applying Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS);
- Expertise in interpreting and analyzing rate case filings financial statements and general ledgers audits and transfers of Certificates of Convenience and Necessity including sales and merger agreements;
- Advanced skills in using MS Office computer applications including spreadsheets databases and word processing; and using data to create complex ratemaking schedules and spreadsheets;
- Ability identify and advise Administrative Law Judges and Commissioners on a wide rate of critical complex and technical financial economic accounting and regulatory theory and policy;
- Ability to explain and support recommendations clearly in writing and verbally including in a public setting;
- Ability to work independently and mange and prioritize a workload comprised of multiple matters with overlapping deadlines.

Bachelors Degree in accounting economics or business administration is highly desired.
