Main Purpose of Job
The Deputy Director of Procurement provides operational oversight and leadership ofprocurement activities within DHS. This position supervises two core teams who areresponsible for the procurement of goods and services and reviewing and processingcontracts submitted by DHS program offices. The Deputy Director ensures all procurementsare performed efficiently in compliance with COMAR Title 21 and in support of DHSsmission.
POSITION DUTIES
- Oversees daily operations of two core procurement teams including staffing and work distribution.
- Evaluates employee performance through clear expectations regular feedback and reviews while holding staff accountable by addressing issues and carrying out organizational standards.
- Mentors and coaches staff.
- Manages the procurement of goods and services and the processing and review of procurement requests/contracts submitted by program offices (SSA CSA FIA OTHS Baltimore City).
- Implements and maintains procurement policies and procedures that ensure compliance with COMAR Title 21 and Department of General Services Office of State Procurement (DGS/OSP) guidelines.
- Collaborates with internal stakeholders to coordinate procurement planning resolve issues and improve service delivery.
- Tracks and analyzes key performance indicators (KPIs) to monitor procurement effectiveness and report findings to the Director.
- Leads staff development initiatives including training coaching and performance evaluations.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree from an accredited college or university.
Experience: Four years of professional experience in public procurement contracting or contract management including one year experience in a supervisory or managerial capacity.
DESIRED OR PREFERRED QUALIFICATIONS
The Ideal candidate will possess the following:- Two years of supervisory experience overseeing procurement or contract staff in a state or local government agency.
- Demonstrate knowledge of City State or Federal procurement regulations.
- Strong communication organizational and leadership skills with the ability to plan direct and evaluate staff performance in a fast-paced procurement environment.
- Two years experience managing complex procurements for human services programs IT systems or large-scale service contracts.
- Two years experience developing or implementing procurement policies and procedures to ensure compliance with COMAR Title 21 and DGS/OSP guidelines.
- Experience conducting staff training coaching or performance improvement plans to build team accountability and professional growth.
- Two years experience using eMaryland Marketplace Advantage (eMMA) FMIS or other procurement systems to track solicitations contracts and key performance indicators (KPIs).
- Possession of a recognized professional certification in public procurement or contract management such as CMPO CPPB CPPO or NCMAs Certified Federal Contracts Manager (CFCM) or the Federal Acquisition Certification in Contracting (FAC-C) Professional.
LICENSES REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
2. Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
