Supplemental Information

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.

If this position is filled internally the wage rate will be determined in accordance with the Ohio Revised Code.

This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20.

All exemptpromotionsare required toserve a 6 month probationary period.

This position is overtime exempt based on FLSA Standards.

TE4 Local Programs Manager

This position is the manager of the LPA (Local Public Agency) section for District Three Planning. This team is focused on planning coordinating delivering and building locally sponsored transportation projects that use federal or state team is comprised of a TE4 Team Lead that manages several LPA District Three LPA section is Cradle to Grave the LPA coordinators will follow a project from funding application through planning design and bidding and act as the construction monitor during construction and closeout. The LPA Manager will report to the District Planning Engineer.

What You Will Do:

- Lead a team of LPA coordinators in project planning scoping coordination plan review construction monitoring and other duties as assigned for locally sponsored transportation infrastructure projects.

- Be an open available and approachable resource for internal and external customers.

- Utilize computer software in daily tasks including the Microsoft Suite ProjectWise and others.

- Resolve or assist in the resolution of personnel challenges

- Attend and promote appropriate training including leadership and technical topics.

- Act as a mentor and role model for subordinate staff.

- Complete EIMS and Kronos review and approval for subordinate staff.

- Complete Performance Reviews for subordinate staff.

- Coordinate with locals about current project issues and funding opportunities for potential projects.

- Coordinate with ODOT Office of Local Programs in Central Office to ensure that locals are complying with policies and procedures

- Review funding applications for various local funding opportunities and serve on ODOT Central Office scoring and award committees

Act as an LPA coordinator for local projects including:

o Being primary point of contact for certain LPAs

o Coordinate funding and scope projects

o Review plans and other project documents

o Ensure that funding is appropriate and accurate in Ellis

o Ensure that local projects comply with environmental regulations and right of way acquisition requirements

o Troubleshoot project issues and resolve project conflicts

o Serve as construction monitor on active construction projects.

o Others project-related duties as appropriate

- Participate as part of the District Three Planning Leadership Team.

Assist other internal and external customers with the resolution of transportation issues as appropriate.

Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. managing engineering research projects (i.e. managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites must possess valid drivers license.

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3 85643; if assigned to operate a state vehicle to travel to & inspect project sites must possess valid drivers license.

-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required but not for the mandated registration.

Valid Drivers License Required to operate state vehicle.
