Main Purpose of Job
TheCoordinator Professional Learning supports the design implementation andevaluation of high-quality professional learning experiences forprekindergarten through Grade 12 programs. The coordinator ensures thatprofessional learning initiatives are evidence-based aligned with professionallearning standards and designed to enhance educator effectiveness and improvestudent outcomes. This position assists with the coordination of statewideinitiatives including the continuous development of teachers and schoolleaders through job-embedded professional learning compliance monitoring andtechnical assistance.
Inaddition the coordinator oversees the administration compliance andevaluation of the Supporting Effective Instruction (Title II Part A) includes providing technical assistance to local education agencies(LEAs) monitoring sub-grant implementation and budgets ensuring alignmentwith federal guidance and supporting the use of evidence-based strategies toimprove educator quality and student achievement. The coordinator plays a keyrole in aligning grant-funded initiatives with MSDEs strategic goals andprofessional learning priorities.
POSITION DUTIES
Coordinatesthe design implementation and evaluation of professional learning initiativesthat support educator effectiveness and student achievement.
- Provides coordination and support of statewide high-quality professional development programs and initiatives and provides leadership in working collaboratively with offices departments and branches to plan coordinate evaluate and align professional learning initiatives.
- Responds to diverse requests for professional learning design and evaluation collaborates with the Office of Educator Effectiveness to enhance teacher preparation programs and supports mentorship and new teacher development.
- Formats revises edits and prepares professional development standards and framework documents for publication on the MSDE website.
- Monitors and updates professional development resources on the MSDE website and ensures the use of social media and press releases to celebrate and promote professional development opportunities in close collaboration with MSDEs Office of Communications and Community Engagement.
- Leads and engages in focus groups committees and work groups related to developing state-wide data-based professional learning initiatives.
- Develops and deploys statewide and differentiated professional learning opportunities rooted in evidence-based practices especially for accelerating student achievement for historically underserved students and communities.
- Oversees compliance monitoring technical assistance and evaluation of programs for the Title IIA federal grant.
- Provides technical assistance to LEAs in developing and implementing their programs for the federal grants and monitors and evaluates the LEA sub-grant budgets for spend-down rates and provides risk assessments.
- Organizes compliance monitoring for LEA federal sub-grants to include interim reports annual reports and on-site monitoring visits.
- Coordinates monitoring for the strategies initiatives and interventions of grant programs regarding the use of evidence-based strategies.
- Evaluates LEA sub-grants for adherence to federal guidance use of evidence-based strategies and outcomes.
- Documents and maintains historical files for the Title IIA program and compiles data and other relevant information for reports as required by the United States Department of Education.
MINIMUM QUALIFICATIONS
EDUCATION:AMasters degree or the equivalent of 36 credit hours of post-baccalaureatecoursework in education education administration professional learning curriculum schoolleadership or a related area from an accredited college or university.
EXPERIENCE:Five years ofadministrative or teaching experience in or affiliated professional learning staffdevelopment curriculum school leadership or another related field. for education programs in prekindergartenthrough grade 12 settings.

- Candidates may substitute a bachelors degree with 7 years of the specified content experience to satisfy the minimum qualifications noted above.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of experience providing professional learningor administering staff development year of Grants Administration experience.

- Knowledge of Maryland College and Career Readiness Pathway Standards and/or State and national standards trends regulations policies and issues affecting educator professional development.
- Skill in implementing monitoring evaluating and providing high-quality and service-level-based support and technical assistance for education programs.
- Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
- Skill in developing and delivering research-based and best-in-class professional development programs.
- Ability to align and create professional development related to the implementation of prekindergarten through 12 high-quality instructional materials (HQIM)
- Ability to provide sound monitoring of sub-grant implementation and budgets.
- Ability to organize and manage multiple tasks and deadlines.
- Ability to interpret and apply learning standards policies and regulations.
- Ability to work as a team member and establish and maintain effective working relationships.
- Ability to communicate effectively both orally and in writing.
