Civil Engineer Supervisor- Development Services Office (DSO)

Seattle Public Utilities has an exciting opportunity for a Civil Engineer Supervisor in the Development Services Office (DSO). This leadership position supports Seattles growth by leading a team of engineers who review development plans for extensions of and impacts to SPU water sewer and drainage infrastructure. The role supports the Mayors housing goals by ensuring efficient service delivery to Seattles development community during this period of housing shortages and rising costs. Reporting to the DSO Engineering Manager you will supervise a team of 5 engineers and ensure developer plans comply with City and SPU codes standards and policies. Your team will review projects under Seattle Department of Transportation (SDOT) Street Use Permits and Utility Major Permits water main extensions outside the City large water service reviews and private development impacting sewer infrastructure on private property.

Team Leadership and Supervision

• Provide administrative supervision including approving timesheets clarifying personnel policies coaching and mentoring staff and assisting with career development
• Supervise plan review team activities and ensure timely accurate completion of assignments with appropriate quality control and assurance measures

Technical and Engineering Support

• Review and approve utility extension plans and provide engineering support during construction
• Represent the DSO as a technical subject matter expert providing guidance to developers and consultants
• Assist with resolution of complex WAC issues provide analysis for WAC appeals and work with Real Property Services on build-over and re-route projects for DWW infrastructure

Coordination and Communication

• Coordinate with other SPU divisions and city departments meeting with the public and representatives of other agencies to discuss current or proposed projects
• Set high customer service standards with measurable goals and recommend ongoing process improvements

Specialized Duties:Supervise performance and reporting of hydrant flow tests coordinate with Seattle Fire Department and research DSO-related work in response to legal requests.

Education: Bachelors Degree in Civil Engineering or Civil Engineering Technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class)

Experience: Six years of professional civil engineering experience including two years of supervisory experience

Required Licensure and Certifications:

• Registration as a Professional Engineer in the State of Washington
• Current Washington State Drivers License

Desired Qualifications:

The ideal candidate will bring

• Technical Expertise: Experience with water sewer and drainage infrastructure design and review; knowledge of Seattle and Washington State construction codes; familiarity with SDOT permit processes; hydraulic modeling and hydrant flow testing experience; understanding of utility easements and right-of-way issues.
• Leadership and Management: Proven ability to coach and develop engineering staff implement quality assurance programs drive process improvements and manage competing priorities under tight deadlines.
• Communication: Technical writing proficiency; skill in explaining complex engineering concepts to non-technical audiences; strong customer service skills with public-facing experience.
• Collaboration: Ability to work effectively across departments and with external stakeholders; experience mediating disputes and resolving conflicts.

Workplace Schedule/Environment:

• Hybrid schedule with remote work flexibility (minimum 3days/weekin-office). Individual schedules will be agreed upon by the employee and their supervisor.
