The Emergency Management Division consists of three sectionsoperations preparedness and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally DEMA is the headquarters for the Arizona National Guard the primary combat reserve of the United States military. | Job Summary: |
The Logistics Specialist provides support to the logistics operations for the Division of Emergency Management. Maintains the EM resources and inventory. Performs logistic support operations to include management for the three EM facilities. Manages the EM vehicle fleet. Manages and supports the Arizona Mutual Aid Compact (AZMAC) and the Emergency Management Assistance Compact (EMAC) and services and serves as member of the State Emergency Operations Center (SEOC) Logistics Order Desk Team during activations.

Responsibilities include:
Serves as the Facility Manager. Manage (3) facilities to ensure day-to-day readiness activation and usability. Manage all safety systems to include fire warning fire suppression and AED functionality in the SEOC IMO and HQ E-Wing. Conduct weekly testing of back-up generator in SEOC. Serves as the EM Key Control Manage. Coordinates access into EM and JOC areas with the Access/ Electronic Key Manager
Evaluate manage and approve mission taskings resource orders and intrastate mutual aid requests. Locally procure as necessary equipment commodities and services utilizing State of Arizona Purchasing Card. Assist with managing the EM Fleet Resources including regular maintenance repairs scheduling and other activities related to fleet management.
Support coordination of resources through the SEOC utilizing the (15) Emergency Support Functions (ESF) (15) Counties and (22) Tribal Nations. Oversee or execute Logistics and Resource orders through Microsoft Teams ordering systems. Attend meetings and teleconferences for both declared and non-declared incidents. Coordinates with Communications (COMMS) Situation Unit (SITUNIT) and Information Technology (IT) departments as needed.
Assist with maintaining EM resources and assets. Assist with receipt storage inventory control and distribution emergency supplies and personal protection equipment (PPE). Effectively maintain and track inventory. Oversee annual DEMA inventory reporting. Assist with Distribution Management Debris Management and Monitoring and Emergency Logistics Products and Services Contracts.
Receives and processes agreements pertaining to the Arizona Mutual Aid Compact (AZMAC). Creates reports and tracks AZMAC participation for DEMA leadership and other stakeholders. Provide training and informational briefings for all signatories Counties/ Tribes and eligible jurisdictions on the AZMAC process. Receive input for additions or changes to AZMAC for inclusion in future editions of this document.
Assist the Logistics Section Chief with all operational and sectional goals and objectives. Complete assigned Logistics Section and Professional Emergency Management Training. Collaborate with other EM Sections on agency goals and objectives. Complete other duties as assigned related to the position

Desired qualifications include any combination of experience education and training that meets the knowledge skills and abilities as described. Completion of FEMA/EMI courses pertaining to Emergency Management. Previous professional experience in Emergency Operations Center Logistics/ Operations or in the field of emergency management.

This position requires possession of and ability to retain a current valid Arizona state-issued drivers license appropriate to the assignment. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R.12.)
In State travel is required.
Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining/maintaining a Common Access Card (CAC) within one year of hire.
Must be able to satisfactorily complete and sustain the following types of training licensing and/or permit requirements:
FEMA Professional Development Series (PDS) within one year of employment.
Emergency Management Assistance Compact (EMAC) A-Team Certification within one year of employment.
FEMA Advanced Professional Development Series (APS) within five years of employment.
Qualify for the State Government Purchase Card within 6 months of employment.
