Job Description

General Statement of Job:

This position performs professional paraprofessional administrative and technical duties in the Human Resources Department. Work involves serving as the Human Resource representative for all certified personnel by assisting employees administrators and the general public with staffing applications licensure and compensation. Position facilitates the staffing process by maintaining complex files and records regarding current positions assisting in screening for qualified applicants and processing the required documentation to approve nominees for employment with the district. Position assists the Human Resources Director and Human Resources Coordinator with the licensure processing records to ensure required educator licenses are maintained. Reports to the Director of Human Resources.

Specific Duties and Responsibilities:

  • Analyze credentials for nominees to determine eligibility for hire and corresponds with nominee and hiring administrator accordingly
  • Assists the Human Resources Coordinator with appropriate contract status (if applicable) Beginning Teacher Support (BTS) status for all new hires
  • Prepare and issue employment contracts and letters for newly hired employees; generate vacancy permits for vacated or newly created positions and forwards to appropriate hiring administrator; and respond to questions regarding staffing operations
  • Conduct employment onboarding meetings with each new hire to complete required paperwork personnel policies; and assists with explaining employment status benefits status and answers employees general questions regarding employment
  • Process all FMLA requests and provide all documentation to employees in a timely manner
  • Maintain Leave of Absence in Human Resource Management System (HRMS).
  • Prepare Staff Action Forms and Payroll Change Notices for all certified personnel to notify schools and select departments of the details of each new hire
  • Communicate with payroll/bookkeeper appropriate hiring administrators directors and submit Payroll Change Notice when employee changes are necessary
  • Compile Annual Recommendation Listing of employees for principals for the next year of employment for assigned schools and departments
  • Prepare contract renewals for probationary and interim personnel upon recommendation of principal or superintendent
  • Maintain computerized database of new hires and transfers respond to resignations and retirements to establish vacancies monitor employment contract status of assigned probationary licensed personnel and maintain employee action file of appointments for assigned schools and administrative sites
  • Enter New Hire information for all certified staff into E-Verify to confirm employment eligibility through Homeland Security as required by the Federal Government
  • Utilize BIB to conduct background checks for all new certified hires
  • Process and email documentation of successful completion of the Beginning Teacher Support (BTS) Program to North Carolina Department of Public Instruction (NCDPI).
  • Assist supervisory staff and other employees with questions regarding vacant positions training administrative staff with Human Resource Management System (HRMS) Policies and Procedures and personnel matters
  • Utilize the current Applicant Tracking system to post vacancies track and maintain employee position data
  • Utilize the Human Resources Management System (HRMS) Reporting Tool to generate reports on employee data
  • Serve as a liaison between employee the Finance Department and Benefits
  • Prepare personnel recommendations for the Board and items for monthly Principals Meetings
  • Assist with the preparation and submission of Monthly Personnel Board Reports to the Superintendents Office for Board Meetings.
  • Prepare and submit New Hire Report Bi-weekly to North Carolina New Hire Reporting Program
  • Prepare and submit Annual Personnel Report to the Superintendents Office
  • Compile and submit to the state information for SS200 EE05 Beginning Teacher Support (BTS) Teacher Vacancy Data New Hire and Teacher Turnover Reports
  • Distribute Intent Forms annually and compiles data for Transfer List Retirements and Resignations
  • Prepare all Certified Staff Contracts and distribute to employees for signature
  • Provide training on Applicant Tracking system to directors and principals
  • Confidentiality of pertinent personnel information
  • Complete teacher verification of experience forms for former employees
  • Complete employment verification for lenders for current employees
  • Research and verify employment information for the NC Retirement System
  • Stay abreast of current updates for Employee Benefits Licensure E-Verify HRMS I-9 Teacher Evaluations Salary Schedule and General Statues of Record Retention
  • Maintain files for above in information designated for the Pre-Employment Personnel Licensure Medical Episodes of Violence H-1B VISAS and other files by subject area as required by the state
  • Other duties as assigned by Director of Human Resources

Additional Job Functions or Assigned Tasks:

  • Assist with preparing and shipping materials to the job fairs for attendees
  • Assist with the Retirement Luncheon
  • Assist with the Teacher of the Year Program
  • Backup for receptionist (on an as needed basis)
  • Cross train with other two HR classified staff members to be familiar with all aspects of their jobs in case of emergencies
  • Maintain all licensure information for all Rha Howells certified staff
  • Evaluate and determine all initial new hire licensure qualifications for all Rha Howells

Other Requirements:

  • Must maintain an acceptable attendance record and be punctual
  • Ability to stand walk sit and talk or hear
  • Occasionally lift and/or move up to 25 pounds

Minimum Training and Experience:

  • Bachelors degree required and five years experience in administrative assistant work required
  • Knowledge of rules regulations and administrative procedures relative to employment

of licensed personnel

  • Knowledge of teacher certification and salary administration procedures
  • Strong organizational skills computer literacy and time management
  • Knowledge and skills in the use of computer software (word processing and spreadsheets)
  • Ability to work independently
  • Excellent communication skills both oral and written required
