Background / Latar Belakang
Save the Children Indonesia (SCIDN) is a nationally registered non-governmental organization and a Member of Save the Children International. SCIDN is committed to ensuring every childs right to survival protection development and participation through a rights-based approach. Its programs span education health and nutrition child protection humanitarian response youth and livelihoods and climate resilience all of which integrate Gender Equality Disability and Social Inclusion (GEDSI) principles across the program cycle. As an organization with a strong reputation in Research Evaluation Accountability Learning and Monitoring (REALM) Save the Children ensures that all interventions are evidence-driven accountable to affected populations and contribute to organizational learning and policy influence.
Under the COAST Facility Save the Children Indonesia partners with Rare Indonesia to implement the project titled Oceans of Equity: Community-Led Coastal Conservation for Sustainable Fisheries and Food Systems. The project aims to strengthen community-led protection and management of marine resources while enhancing inclusive and climate-resilient coastal livelihoods with GEDSI at its core.
Save the Childrens geographic focus within this partnership is West Nusa Tenggara (NTB) particularly across coastal districts in Lombok and Sumbawa where ecological vulnerability poverty and social exclusion intersect. The project will strengthen local capacities of women youth and marginalized fisher communities to participate in the blue economy and protect marine ecosystems.
Phase 1 (October 2025March 2026) serves as the inception phase focusing on site profiling socio-economic and GEDSI assessments and the establishment of a comprehensive REALM framework to guide Phase 2 implementation ().
To support this effort Save the Children Indonesia will engage an External Collaborator Technical REALM Support based in Lombok to provide technical and operational coordination of REALM implementation ensuring data quality accountability mechanisms and learning systems at field level throughout Phase.
Objective of the Assignment / Tujuan Penugasan
The purpose of this assignment is to support the implementation of REALM systems and learning processes during the inception phase of the COAST Project in NTB. This position will ensure that monitoring evidence generation through assessment and research including accountability mechanisms are implemented effectively and inclusively.
- Coordinate implementation of REALM systems across field teams and partners.
- Ensure quality assurance and integrity of data on inclusive livelihoods fisheries and GEDSI.
- Support socio-economic and inclusion profiling to inform Phase 2 design.
- Establish and operationalize community-level accountability mechanisms and feedback loops.
- Document lessons learned and produced evidence-based insights for adaptive program management.
Scope of Work / Lingkup Tugas dan Tanggung Jawab
REALM System Coordination
- Implement the projects Monitoring Evaluation and Learning (MEL) Plan and Results Chain in line with COAST Facility and Save the Children frameworks.
- Maintain and regularly update the Indicator Performance Tracking Table (IPTT) and data collection matrices.
- Coordinate data collection validation and reporting with field teams enumerators and partner organizations.
- Support data compilation and analysis for quarterly and donor reporting.
- Ensure data quality assurance across all MEL processes including data collection validation and cleaning data.
- Coordinate closely with Rare as the prime organization to ensure alignment in MEL approaches indicators and reporting timelines.
- Engage regularly with the donors Head of MEL to ensure harmonization of tools methodologies and evidence standards in accordance with donor requirements and expectations.
Monitoring Data Management and GEDSI Measurement
- Facilitate socio-economic profiling household surveys and GEDSI assessments in target sites.
- Apply inclusive analytical tools such as the Womens Empowerment in Agriculture Index (WEAI) Sustainable Livelihoods Framework and 4Rs (Recognition Respect Representation Redistribution).
- Conduct data cleaning validation and basic analyses to support internal reporting and dashboard development.
- Ensure that all data management practices comply with Save the Childrens Data Protection and Safeguarding standards.
Accountability and Feedback Response
- Establish and manage the projects Feedback and Response Mechanism (FRM) at community level.
- Review and validate FRM data monthly and ensure that feedback actions are tracked and closed.
- Facilitate community feedback sessions ensuring representation of women youth and marginalized groups.
Learning and Knowledge Management
- Support documentation and reporting of lessons and findings from site profiling GEDSI analysis and livelihoods assessments.
- Contribute to learning briefs aligned with the COAST Phase 1 Learning Agenda.
- Facilitate joint learning and reflection sessions between Save the Children Rare and local partners.
- Support training and coaching of implementing partners and community facilitators on REALM standards monitoring tools and accountability mechanisms.
- Provide field-level technical guidance for data verification indicator interpretation and participatory monitoring approaches.
Required Qualifications and Experience / Kualifikasi yang Dibutuhkan
- Bachelors degree in social sciences statistics environment or development studies.
- Minimum 3 years of experience in Research Monitoring Evaluation Accountability and Learning (MEAL/REALM) or applied research.
- Proven experience in coastal fisheries or inclusive livelihoods programs.
- Demonstrated understanding of GEDSI analysis and participatory monitoring methods.
Expected Competencies / Kompetensi yang Diharapkan
- Strong skills in data management and analysis (Excel Kobo Power BI or equivalent tools).
- Experience facilitating community engagement and accountability systems.
- Fluency in Bahasa Indonesia; working proficiency in English is an advantage.
