Description

Join a dynamic team working to transform behavioral health systems in Hennepin County. As a Behavioral Health Planning Analyst you will lead planning project management policy development and evaluation efforts that support high-quality equitable and integrated behavioral health services. These roles are central to advancing continuous quality improvement (CQI) eliminating disparities and aligning services with emerging best practices. Human Services and Public Health require its employees to be focused on results for clients and customers with opportunities for flexibility and an emphasis on work/life balance.

Location and hours:
These positions are hybrid and will be performed both on-site at any Hennepin County department locations and remote as job duties require. Work hours will be Monday through Friday 8 a.m. - 4:30 p.m.While these positions are designated as hybrid based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

These are full-time benefit-earning positions. You must be acurrent regular or probationary employeeof Hennepin County/Human Services and Public Health to apply for these positions. Limited duration employees not eligible.
These positions are internally classified as a Planning Analyst Principal.

In these positions you will:
  • Lead and support planning across Childrens Mental Health Adult Behavioral Health and Criminal Justice Behavioral Health programs.
  • Collaborate with internal and external partners to design integrated person-centered systems of care.
  • Serve as project manager for initiatives focused on continuous improvement and systems transformation.
  • Apply CQI methodologies to improve service delivery and client outcomes.
  • Collect analyze and interpret data to inform decision-making and policy development.
  • Prepare and present reports and recommendations to leadership and stakeholders.
  • Research and apply evidence-based promising and emerging practices in behavioral health.
  • Stay current on innovations such as trauma-informed care peer support models and digital behavioral health tools.
  • Lead and support initiatives that address racial and ethnic disparities in behavioral health access and outcomes.
  • Facilitate conversations and planning efforts that center equity and cultural responsiveness.
  • Build partnerships across Hennepin County divisions and with community-based organizations.
  • Represent the service area on task forces committees and planning groups.
Need to have:
  • One of the following:
    • Bachelors degree in business administration public administration research methods statistics behavioral/social science public health computer science/MIS management science urban/city planning and four years or more of related experience.
    • Related education and/or experience to total eight years.
Nice to have:
  • Experience:

    • Evaluating programs by collecting and analyzing outcome data.
    • Or knowledge of state and federal behavioral health regulations.
    • Working with or familiarity of with Certified Community Behavioral Health Clinics (CCBHCs) trauma-informed care and other emerging practices.
    • Utilizingwith proficiency Microsoft Office (Excel PowerPoint Word SharePoint Teams Visio Power BI and Tableaufor effective virtual presentations.
    • Applying strong analytical and problem-solving skills.
    • Managing multiple projects and delivering results on complex projects per project charter.
    • Leading process improvement and service redesign effortsincluding mapping and documentation of processes.
    • Facilitating strategic questioning and planning processes to include for consensus among divided groups.
    • Synthesizing high-level information and ideas into detailed work plans using various tools and techniques.
    • Evaluating programs by collecting and analyzing outcome data.
    • Partnering with managers to identify and address change management-related needs for staff.
    • Working closely with stakeholders and subject matter experts to ensure successful project completion.
    • Helping institutions and systems identify and eliminate disparities.
    • Designing and leading facilitated conversations.
  • Ability to:
    • Lead groups through complex problem-solving and decision-making processes.
    • Communicate effectively and succinctly both verbally and in writing for different audiences.
    • Gather evaluate and present relevant data to inform decision-making.
    • Build and nurture collaborative relationships with a variety of customers/partners
    • Independently utilize available resources to continually learn and develop professionally.
