About this Position:
This candidate will serve as a procurement analyst for the purchasing of products materials parts supplies and services not regulated by t he State Purchasing Office for the Lake Charles Harbor and Terminal Districts (Port of Lake Charles) multi-location facility is and Port Rail Inc. exercising detailed knowledge of state laws and District policies pertaining to the purchase of equipment and
services.

Minimum Qualifications
Three years of experience in procurement contracts or grants management financial management accounting or auditing; OR
Six years of full-time work experience in any field; OR
A bachelors degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
- Serves as a technical specialist by performing large-scale complex procurements for a state agency.
- Applies the Procurement Code to prepare Invitations to Bid (ITBs) and when necessary Requests For Proposals (RFPs).
- May serve as the sole procurement professional with responsibility for performing the full range of procurement activities at an agency of limited this capacity may exercise direct supervision over subprofessionals assisting in procurement activities.
- Performs specialized and high-priority procurement/ contractual duties in emergencies.
- Provides guidance to agency personnel on lease/ purchase decisions alternative products or services purchasing timing stock or one-time purchases.

Appointment Type: Probational
Career Progression: This position participates in a Career Progression Group.
Work Schedule: Work hours are 8:00 AM to 4:30 PM Monday - Friday.
Compensation: The salary offered will be determined based on qualifications and experience.
