Monday - Friday 8AM - 5PM HYBRID

NOTE:
This is a project position expected to end in December 2028. The Facility Professional Services (FPS) Divisionprovides professional public works project management energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.

About the Opportunity:
As a Facilities Planner 2 on the Legislative Campus Modernization (LCM) project team within the Department of Enterprise Services (DES) you will play a crucial role in the planning and execution of the $250 million project which involves the replacement renovation and remodel of the Newhouse Pritchard and OBrien buildings on the Historic Capital Campus. You will support the LCM Project Director and team by focusing on the detailed coordination planning oversight procurement and tracking of Furniture Fixtures and Equipment (FFE) Owner Furnished Owner/Contractor Installed (OFOI/OFCI) items and AV/IT/Security Services. Your responsibilities will include coordinating and directing the planning and scheduling for all work phases reviewing architectural and engineering designs prepared by private firms and collaborating with project managers to develop cost and risk control measures. Additionally youll provide project management and technical guidance in your assigned areas of expertise for this project that is anticipated to conclude in December 2028.

Duties

Some of What Youll Enjoy Doing Includes:

  • Plan procure track and manage all phases of Furniture Fixtures and Equipment (FFE) Owner Furnished (OFOI/OFCI) items and AV/IT/Security Services from contract award through project completion.
  • Conduct comprehensive stakeholder analysis and facility research to determine appropriate use of structures assist legislative officials with facility needs analysis and functional program development and recommend final space allocations.
  • Work with the budget manager to develop monitor and track costs and process invoices and coordinate with the contracting department to execute contracts support negotiations and manage change orders and procurement processes.
  • Review design plans and proposals to ensure alignment with stakeholder needs and project standards and lead stakeholder reviews to gain necessary approvals for plans and procurements.
  • Act as the primary liaison between architects contractors service providers and stakeholders and build and maintain communications plans to ensure proper tracking timing and transparency across the project.
  • Develop comprehensive plans timelines and budgets to support office moves ensuring alignment of short-term and interim move schedules with other concurrent campus projects and plans.
  • Collaborate closely with partners and stakeholders to fully understand their facility and space requirements both before during and after office relocations.
  • Prepare block plans and diagrams to efficiently illustrate and confirm space allocations that meet stakeholder needs.
  • Implement move plans which includes contract acquisition and management and project manage special assignments in accordance with organizational (DES) processes and policies.
  • Other duties as needed.

Qualifications

Required Qualifications:

  • Seven (7) years of experience in facilities planning architecture design engineering design facility construction or a related field. At least three (3) years of this experience demonstrated at the professional level is required. NOTE: A mix of education in facilities planning architecture design engineering design facility construction or a related field totaling seven (7) years will also qualify.
  • Working knowledge of:
    • Asset/facility management theories building system operation facility planning construction methods and contract administration along with the ability to apply program and project management principles to concurrently manage multiple public works projects.
    • Public works laws building/energy codes environmental regulations and governmental administrative structures (federal state local) coupled with skills in stakeholder engagement and proficiency with standard office software.
  • Ability to:
    • Think strategically and tactically develop short and long-range work plans and project processes effectively manage multi-disciplinary teams and take ownership and responsibility for programmatic outcomes.
    • Adapt easily to changing environments needs and work conditions; demonstrate a strong work ethic flexibility and creativity; and consistently show initiative in developing and implementing work.
    • Develop and maintain positive working relationships with internal staff management and a diverse range of external stakeholders (e.g. elected officials tribal state and local agencies) and communicate effectively both in writing and when addressing large groups.

Preferred Qualifications:
  • Experience with comprehensive master planning capital improvement planning operational/maintenance strategies and expertise in capital budget development and implementation including knowledge of relevant OFM budget processes.
  • Competency in conducting Quality Assurance/Quality Control (QA/QC) reviews of architectural engineering and landscape documents performing constructability checks and lifecycle cost analyses and the ability to research interpret and enforce code compliance (e.g. NFPA ASME ANSI).
  • Direct knowledge of LEED Silver (or higher) objectives Zero-Energy Building principles the Statewide Environmental Policy Act (SEPA) review process and applicable federal building energy land use and environmental regulations.
  • Practical experience with industry-specific technology and software including Geographic Information Systems (GIS) Computer-Aided Design (AutoCAD) and Computerized Maintenance Management Systems (CMMS) for facility management.
  • Experience with procurement of government goods and services construction claim and dispute resolution strategies and knowledge of requirements for working with and preserving public/historic state-owned lands and buildings.
