The Opportunity

WSDOT is seeking an experienced and motivated Transportation Planning Specialist 4 to serve as the Environmental Design-Build Leader in Olympia this pivotal role you will act as the statewide Environmental Lead and Subject Matter Expert (SME) for Design-Build (DB) project delivery. Youll take the lead in advancing WSDOTs environmental program by continually refining contract language recommending policy and developing procedures that strengthen environmental support for DB projects. Your expertise will guide regional offices modes and Mega Program teams as you provide strategic direction technical assistance and training. Additionally youll spearhead workforce development initiatives focused on environmental contract language and compliance helping ensure that WSDOTs DB projects meet the highest standards of environmental stewardship and efficiency.


What to Expect

Among the varied range of responsibilities held within this role the Environmental Design Build Lead will:

  • Coordinate with State Construction Office (SCO) DB Team and actively participate as a member of the Design-Build Work Group (DBWG).
  • Develop (as the lead author) Section 2.8 Environmental of the Request for Proposal (RFP) template.
  • Support (as the statewide Environmental SME on the DBWG) the development of Section 2.30 Water Crossings of the RFP template.
  • Ensure that Section 2.8 Environmental of the RFP template is consistent with other RFP sections where compatibility must be maintained when any changes occur. Collaborate with other WSDOT offices SMEs on contract language when needed.
  • Evaluate requests and incorporate changes including those requested by others in the DB Programs change log by others.
  • Coordinate review of all template sections for environmental considerations.
  • Advise region/mode/Megaprograms staff on RFP development strategy (e.g. permitting environmental documentation compliance).
  • Review and comment on draft project contract documents as the requested by region/mode/Megaprograms staff.
  • Provide support to region mode and Megaprogram staff on strategies to deliver fish passage projects in line with broader Fish Passage Program Delivery needs.
  • Advise DB teams on options and preferred courses of action for environmental compliance issues.


Qualifications

To be considered for this opportunity the following are required:

  • Environmental Compliance Expertise: Working knowledge of federal state and local environmental laws and regulations (NEPA SEPA Clean Water Act Endangered Species Act etc.) to ensure compliance with environmental permitting and other requirements in Design-Build projects.
  • Contract and Policy Development: Ability to draft review and maintain clear environmental contract language. Recommend and implement policies and procedures that support alternative project delivery methods.
  • Provide Customer Service: Experience assisting customers in difficult situations while staying calm and acting in a professional manner. Coordinate with project environmental teams headquarters programs and Environmental Services Office SMEs to resolve issues and ensure consistent outcomes.
  • Training and Workforce Development: Design and deliver effective training programs. Use adult learning principles to build environmental Design-Build knowledge about environmental processes during transportation projects.
  • Communication and Facilitation Proficiency: in translating complex environmental requirements into clear concise and tactful correspondence and in communicating with diverse audiences. Lead meetings and negotiations with clarity professionalism and respect for diverse perspectives.
  • Collaboration and Relationship Building: Build strong working relationships across internal teams leadership contractors and partner agencies. Proven ability to collaborate effectively across multidisciplinary teams; guide and influence people without direct line authority; while also working independently as needed.
  • Organizational and Professional Skills: Ability to follow instructions work independently with minimal supervision and apply analytical skills to identify issues and propose solutions. Experience scheduling tracking and delivering multiple work assignments on time.
  • Technical and Digital Proficiency: Use Microsoft Office Teams and Adobe Acrobat to create accessible documents tools and training materials.

It is preferred that qualified candidates also have:

  • Environmental Policy and Technical Expertise:Demonstrated ability to analyze interpret and apply environmental laws policies and regulations in transportation project delivery. Skilled in integrating federal state and local permit and approval requirements into environmental contract language for Design-Build and alternative delivery projects (e.g. Progressive Design-Build GCCM).
  • Contract Development and Strategic Guidance:Proven skill in developing reviewing and improving environmental components of Requests for Proposals (RFPs) and contract documents to ensure clarity compliance and effective risk management. Ability to provide strategic guidance and subject matter expertise to multidisciplinary project teams across regions and programs.
  • Process Improvement and Data-Driven Decision-Making:Demonstrated competency in applying Lean or other process improvement methodologies to enhance environmental compliance and project delivery efficiency. Ability to collect analyze and interpret data to identify process bottlenecks and implement effective solutions.
  • Field Compliance and Environmental Stewardship:Proven ability to monitor manage and document environmental compliance during construction activities. Skill in identifying and resolving field-level environmental issues to ensure commitments and permits are fully met.
  • Training and Communication Excellence:Exceptional communication and presentation skills with experience designing and delivering technical training to diverse audiences. Ability to translate complex environmental and contractual concepts into clear actionable guidance for project teams.
  • Operational Readiness:Ability to travel statewide and perform field reviews as needed to support project delivery.Valid drivers license and the ability to operate a state-owned vehicle
