Job Summary

Senior Cobol Developer

Client: IRS
Period of Performance:10/1/2025 through 5/30/2026
Place of Performance: US - Remote
Clearance: Active IRS MBI
Work Authorization: US Citizen or have Green Card status for 3 years

Scope / Description:
Subcontractor shall be responsible for providing services in support of the Team in a timely and acceptable manner by performing the following duties:

Analysis:

  • Review and analyze the application planning design testing and other related IRS and project related documentation related to the provisions of the Inflation Reduction Act.
  • Review the coding with respect to the following conditions:
  • Analyze and update the program documentation affected as per the requirements outlined in the Inflation Reduction Act appropriation package.
  • Analyze and update listed DS programs for changes and/or associated TPOC Write-up(s).
  • Review all other program documentation to ensure compliance with IRS guidelines standards and program specifications.
  • Research and provide appropriate maintenance response to any problems with the listed program components that arise while running in the production environment.
  • Update documentation such as Functional Specification Packages (FSPs) or Program Requirements Packages (PRPs) and/or Visio diagrams and/or spreadsheets as needed
  • Track requirements and create/execute unit test cases
  • Write analyze review and/or provide comments on documentation such as Unified Work Requests (UWR) UWR responses and Internal Revenue Manuals (IRM) Interface Control Documents (ICD) Computer Operator Handbooks (COH)

Programming:

  • Create update unit test and maintain IBM COBOL programs
  • Rewrite programs using workflow chart and diagrams and applying knowledge of computer capabilities tax processing subject matter expertise and symbolic logic.
  • Perform or direct the revision repair or expansion of existing programs to increase operating efficiency or adapt to new requirements
  • Consult with managerial engineering and technical personnel to clarify program intent identify problems and suggest changes
  • Perform systems analysis and programming tasks to maintain and control the use of computer systems software
  • Compile and write documentation of program development and subsequent revisions inserting comments in the coded instructions so others can understand the program
  • Refactor and reengineer COBOL code as necessary
  • Prepare detailed workflow charts and diagrams that describe input output and logical operation and convert them into a series of instructions coded in a computer language
  • Consult with and assist testers in the development SAT and FIT environments

DESIRED OUTCOMES:

  • Timely and accurately deliver program code changes based on documented release work request and break/fix problems.
  • Timely and accurately process daily transmittals including management approval and transmittal execution.
  • Functional requirements are interpreted throughout the project and technical guidance is provided during the life cycle.
  • When applicable supports modernization and transformation efforts toward DevOps and agile software engineering by converting Legacy programs to an object-oriented program (such as JAVA)
  • Provide independent testing to improve code quality thus reducing/ minimizing defects leaked into production.
  • IRS identified staff receives the knowledge needed to maintain current Systems Programs.
  • Develop and document responses to audit inquires that are technically accurate clear and effectively communicate the DS Branch position.
  • Implement change management discipline that includes standardized methods and procedures maximizing resources and provide quality products.
  • Provide requirement management support that promotes the creation of requirements and accurately reflects the business needs thus reducing rework later in the development cycle.
  • Leverage an Agile framework that minimizes impact to the current environment while ensuring that incremental improvements are implemented.

Project Minimum Requirements:

  • Bachelors Degree from an accredited college or university required; an additional four (4) years of related work experience can substitute for a degree
  • At least five (5) years of relevant experience required
  • At least four (4) years of experience with IBM COBOL programming language
  • Experience with DB2 and IBM DB2 utilities
  • Experience with CICS
  • Good verbal and written communication skills
  • Demonstrated success in client support
  • Preferred qualifications and experience include Experience with IRS processing systems; experience with SQL JCL Batch processing.

Additional Requirements as per contract/client:

  • Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus).
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant.
