Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care we coordinate and manage over $800 million annually in federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness.

This position is primarily responsible for the supervision of the Homeless Referrals Specialists and Crisis Responders that comprise the Resource and Referral team within the Access and Engagement Department. This position will supervise the teams primary task of receiving calls for homeless service connections by accessing resources for providing intervention and emergency services for homeless people residing in non-traditional housing throughout Los Angeles County.

This position will oversee the Homeless Referral Specialists Day to day work of offering people experiencing homelessness the opportunity to end their current homeless situation by providing information over the phone and by linking individuals experiencing homelessness to field-based services such as LAHSAs Homeless Engagement Team (HET) outreach.

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Essential Job Functions

  • Manage and coordinate all department functions related to staff oversight and LAHSA information hotline performance.
  • Assist the department director with developing implementing and submitting reports and records per contractual requirements.
  • Assist with development and coordination of the Countywide outreach network.
  • Maintain regular communication develop professional relationships and partner in outreach coordination with city and county partners.
  • Represent the Department as lead staff for the training implementation and participation in SPA level CES process including participation in community meetings/events relationship development and maintenance and staff completion of the Vulnerability Index Service Prioritization Decision Assistance Tool (VI-SPDAT) in HMIS.
  • Assist department manager and director in coordinating weekly/monthly departmental meetings and staff training.
  • Coordinate weekly team meetings and provide regular one-on-one staff supervision.
  • Manage and coordinate staff schedules and report on staff work performance.
  • Provide real-time support to staff members by supporting LAHSA information hotline call management with Resource and Referral Specialists and role modeling best practices. Facilitate case conferencing to problem solve client barriers.
  • Manage programs and client supplies and inventory.
  • Assist with compiling reviewing and submitting HMIS reports to the director monthly. Provide support and oversight to Homeless Referral Specialists in their HMIS usage and proficiency.
  • Provide updates and special reports to the director upon request.
  • Perform other duties as assigned.

Knowledge Skills & Abilities

  • Computer literate and have good verbal and written communications skills.
  • Clear understanding of the challenges of outreach and engagement and a commitment to field-based work.
  • A positive attitude good judgment and the ability to comfortably interact with diverse populations be energetic and independent and have a strong desire to learn.
  • Knowledge in hiring and training new staff assigning staff projects and management of multiple projects. Experience supervising and coordinating homeless resources especially crisis and other housing resources per contractual requirements.
  • Clear understanding of the concepts of Housing First Harm Reduction Trauma Informed Care Motivational Interviewing and the Coordinated Entry System.
  • Knowledge of best practice models for assisting homeless people with varying degrees of needs/conditions and having a strong understanding of contractual requirements/compliance and applicable performance measures.
  • Bilingual (English/Spanish) strongly preferred.

Training & Experience

  • Minimum five (5) years of experience in social services specifically working with homeless populations in a leadership role.
  • Requires experience working with a wide range of homeless and social service providers City and County Departments and Elected Officials and the ability to maintain those professional relationships.
  • A Bachelors degreefrom an accredited college or universitypreferred however relevant social service work experience including supervising staff and special projects may be substituted.
  • Willingness to work flexible hours as required.

License Requirement

  • A valid California Class C drivers license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.
