The Regulatory Commission of Alaska is recruiting for aCommunications Common Carrier Specialist 1/2 Flex positionlocated in Anchorage!

What you will be doing:
The Communications Common Carrier Specialist 1 is an entry level position and you would review analyze and provide recommendations on routine to moderately complex tariff filings and dockets related to the telecommunications industry. The Common Carrier Specialist 2 is a journey level position and you would independently develop defend recommend and administer policies on tariff and dockets cases of moderate complexity.

Our organization mission and culture:
The RCA regulates public utilities (electric water sewer refuse and natural gas) pipeline carriers and to a limited extent telecommunications providers to ensure they provide safe and adequate services and facilities at just and reasonable rates terms and conditions. The Common Carrier Section reviews filings made by telecommunications carriers including filings where the carriers seek to revise their access charges apply for eligible telecommunication carrier status seek certification amend their certificate of public convenience and necessity and propose to discontinue addition the Common Carrier Section may be involved in rule-making proceedings provide information in response to legislative inquiries and present in public meetings.

As member of the Common Carrier Section within the Advisory Section the CCCS is part of a cohesive team of analysts specializing in finance engineering tariffs and common carrier matters working together to achieve a common goal for the benefit of Alaskans. Collaboration is key to the success of the agency including our reliable and consistent support staff. The new CCCS will receive hands-on internal training coaching and support throughout the process as well as opportunities for outside specialized training at both the state and national levels.

The working conditions you can expect:
The Commission is located in the heart of beautiful downtown Anchorage. The daily work environment is busy and productive with varying timelines to be managed. The CCCS works directly with utility representatives and other staff to ensure timely processing of telecommunications filings. Staff presents recommendations and fields questions from Commissioners during confidential adjudications public tariff action meetings or other public meetings. Most of the work is performed using spreadsheet word processing email and case management software.

  • Oral and Written Communication:Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral and written presentations; listens to others attends to nonverbal cues and responds appropriately.
  • Research: Knowledge of the scientific principles methods and processes used to conduct a systematic and objective inquiry; including study design collection analysis and interpretation of data; and the reporting of results.
  • Accounting: Knowledge of traditional accounting practices including accrual obligations and costs methods.

Minimum Qualifications

Minimum Qualifications for theCommunications Common Carrier Specialist 1 level:
Any combination of education and/or experience that provides the applicant with competencies in

  • Analytical Thinking/Problem Solving: uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
  • Computer Skills: Uses computers software applications databases and automated systems to accomplish work.
  • Mathematical Reasoning: Solves practical problems by choosing appropriately from a variety of mathematical and statistical techniques.
  • Oral and Written Communication: Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral and written presentations; listens to others attends to nonverbal cues and responds appropriately.
  • Research: Knowledge of the scientific principles methods and processes used to conduct a systematic and objective inquiry; including study design collection analysis and interpretation of data; and the reporting of results.
Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or professional level experience in economics accounting finance engineering business administration telecommunications law or a closely related field performing research analytical work and/or written and oral communications.

Minimum Qualifications for theCommunications Common Carrier Specialist 2 level:
Any combination of education and/or experience that provides the applicant with competencies in

  • Analytical Thinking/Problem Solving: uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
  • Compliance: Knowledge of procedures for assessing evaluating and monitoring programs or projects for compliance with Federal laws regulations and guidance.
  • Economics and Accounting: Knowledge of economic and accounting principles and practices tax law and practices the financial markets banking and the analysis and reporting of financial data.
  • Oral and Written Communication: Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral and written presentations; listens to others attends to nonverbal cues and responds appropriately.
  • Telecommunications: Knowledge of the concepts principles and theories of transmissions broadcasting switching control construction or operation of telecommunications systems.
Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or professional level experience in economics accounting finance engineering business administration telecommunications law or a closely related field performing research analytical work and/or written and oral communications.

Additional Required Information
