The Washington State Department of Revenues (DOR) Working Families Tax Credit (WFTC) division has an exciting new opportunity. We are hiring an ExciseTaxExaminer 4(in-training will be considered)within our Tax Credit Administration Unit. This positionenforcesthe WFTCprogrambyreviewing the most complex eligibility criteria forapplicants andcompleting audit cases while guidingdivision staff with interpretive questions related toprogram administration and eligibility. In addition this position will participatein systems and process redesign as well as collaboratingwith other agency staff to revise or propose Washington Administrative Codes (WACs) and related administrative publications.

Duties
This position will:
- Review and audit WFTC applications to determine WFTC eligibility with specific emphasis on complex federal reporting such as self-employment income expenses and deductions.
- Examine federal tax returns workpapers and financial records of individuals and sole proprietorship businesses to ensure proper reporting on the WFTC application and eligibility for the WFTC.
- Analyzefederal tax returns workpapersfinancial records transactions and discrepancies.
- Develop and implementprocedures policies and plansas they apply tothe WFTC program.
- Assistin implementingnew laws policies procedures and plans. Coordinate the implementation effort.
- Identifyapplications with suspiciousreporting with specific emphasis onsoleproprietorshipbusiness tax reportingincluding self-employment income expenses and deductions.
- Identifyaccounts for examination and research responses using available systems and data sets including systems and data sets that are Federal Tax Information (FTI).
- Remain current on state and federal law changes impacting taxation for individuals and sole proprietorship businesses.
For those hired in traininghere is a simple breakdown. After selection a detailed in-training plan will help you navigate through the program successfully. For the next 12 months you will perfect your Examiner skills abilities and methods. Once you have demonstrated the knowledge needed you will advance to the Excise Tax Examiner 4 level.Qualifications
Depending on experience level successful candidates may be hired as an Excise Tax Examiner 4 In-training or as a Excise Tax Examiner 4.The required qualifications are key competencies that have been successfully demonstrated through experience or education.To join our team you must possess the following knowledge skills abilities and competencies:
Knowledge of Accounting Principles and Tools
Research Analysis and Problem Solving
Planning and Organization
Communication (Written and verbal)
Professionalismand Leadership
Proficient knowledge of the following:
Preference may be granted to those who possess:
Bachelors degree involving major study in business or public administration or a closely allied field.
One year as an Excise Tax Examiner 3
Two years of Department of Revenue experience at the senior or lead level in accounting auditing compliance or tax administration provided 6 semester (9 quarter) hours of accounting business law money and banking or finance coursework have been completed.
Three years of non-Department of Revenue experience at the senior or lead level in accounting compliance auditing or tax administration provided 6 semester (9 quarter) hours of accounting business law money and banking or finance coursework have been completed.
Experience with federal income tax law for individuals and sole proprietorship businesses. Thisincludes butis not limited to certification as an IRS Enrolled Agent Certified Professional Accountant (CPA) license 2 years preparing federal income tax returns that include Schedule C self-employment income and/or 20 hours of federal income tax accounting credits.
Knowledge ofthe WFTC program.
Knowledge of the legislative process.
Knowledge of tax administration programs policies and procedures inthe WFTC Division.
