The Emergency Management Specialist position is a critical position within the Howard County Office of Emergency Management. It is a full-time position focused on supporting County preparation for all-hazards events and disasters through planning outreach training and exercise. This position reports directly to the Senior Emergency Management Specialist.Responsibilities:
Administrative/Program Support
Apply the principles and practices of emergency management to perform intermediate professional administrative and program support with a focus on Alert and Warning Continuity Corrective Actions Finance Logistics Mitigation Operations Outreach Planning and Training and Exercise.
Prepare draft solutions and examples; implement programs; develop policies and procedures; develop requests for proposals memorandums of understanding and other technical documents. Analyze and evaluate current trends and best practices to identify hazards reduce vulnerability and improve emergency response.
Analysis
Provide support and analysis in functional activities such as developing emergency plans; planning trainings and workshops; providing training and presentations; and collaborating with internal and external County and regional partner agencies.
Project Management
Participate in the evaluation integration and operation of emergency management support tools and applications. Develop implement monitor and report on projects to include those funded by grants. Supervise and/or facilitate projects project teams groups and/or meetings. Monitor deliverables and timelines to ensure that objectives are met.
Support Policy Development
Analyze and evaluate current trends and best practices to identify hazards reduce vulnerability and improve emergency response. Prepare draft solutions and examples; implement programs; develop policies and procedures.
Emergency Operations Center
Serve in a staff role during EOC activations or significant County events. Other duties as assigned.
Minimum Qualifications:
Education:
Bachelors degree
Experience:
3 years of professional experience including at least one year in emergency management public health public policy
Required Knowledge Skills and Abilities
Exceptional writing problem-solving and decision-making skills. Experience with Public speaking and performing outreach activities. Research planning and project management experience with emphasis on local emergency management practices. Ability to work well both independently and in a group setting with a proven ability to collaborate with diverse groups. Strong interpersonal communication skills with strong organizational and multi-tasking skills.
Preferred Qualifications:
Education: Masters degree.
Experience: 2 years of professional emergency management experience
