The Office of Citywide Procurement (OCP) develops awards and administers approximately 1100 requirement contracts for goods and services on behalf of all City agencies departments boards and authorities leveraging the Citys buying power and maximizing efficiencies by reducing duplicative work. Procures on average nearly $1.5 billion in goods and services for City agencies annually.

The Fleet and Parts unit manage an extensive portfolio of contracts that provide Fleet goods and services for all mayoral agencies. This unit solicits awards and manages crucial contracts including those for the New York City Department of Sanitation (collection trucks) the New York City Fire Department (fire apparatuses) the New York City Police Departments Fleet Vehicles and other essential city vehicles. Additionally the unit oversees all contracts related to the citywide electrification program from electric vehicles to charging equipment.

DCAS seeks to hire a Purchase Director within the Citywide Procurement Operations (Fleet and Parts) Unit whose primary responsibilities include but are not limited to the following:

- Manage procurement professionals responsible for contract execution bid evaluation and negotiation and tracking of all procurements.
- Oversee the full lifecycle of purchases agreements and contracts from inception through completion ensuring compliance with City policies fleet initiatives and sustainability mandates. Support agencies with ordering delivery coordination and management of change orders and liquidated damages for automotive and heavy-duty contracts.
- Serve as liaison between agency business clients and vendors to ensure timely cost-effective and high-quality service delivery.
- Define roles and responsibilities within the unit to strengthen vendor management practices; maintain vendor relationships to monitor order status performance and value metrics; and lead special projects and initiatives as assigned.
- Review and prepare solicitations proposals and related procurement documents.
- Conduct pre-bid conferences respond to vendor inquiries and provide technical guidance throughout the procurement process.
- Approve oversight documents including pre-solicitation reports award recommendations and renewal requests within delegated authority limits.
- Prepare and coordinate memoranda and documentation for the Comptrollers Office to accompany contract registration packages. Track and respond to requests for information for contracts pending registration.
- Coordinate Citywide LL63 Plan responses and MOCS Turnaround Documents (TADs) for services preferred sources and M/WBE prime contracts. Monitor solicitation goals in collaboration with the MWBE Coordinator.
- Coordinate agendas and participate in weekly meetings with the Mayors Office of Contract Services (MOCS) and the Office of General Counsel (OGC).
- Perform qualitative and cost analyses to identify procurement issues and recommend corrective actions to senior management.
- Develop and implement strategies to improve cost efficiency user satisfaction and responsiveness to agency needs.
- Direct and oversee staff training and professional development initiatives.
- Participate in management meetings and provide regular performance and compliance reports.
- Serve as liaison to MOCS the Office of Management and Budget (OMB) the Mayors Office of Operations and the Comptrollers Office on all procurement and contract matters.
- Provide guidance to Fleet LOS on best practices to enhance safety promote electrification and ensure environmental compliance in accordance with local laws and executive orders including milestones for the transition to an all-electric fleet by 2038.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing procurement contract administration or a related field at least eighteen months of which must have been in an administrative managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in 1 above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in1 above.
