Sr. Project ManagerROLEWe need an experienced Senior Project Manager at NAVSEAs Safety and Regulatory Compliance Directorate (SEA 09) in support of the Navy Modernization (NM) Program. SEA 09P is responsible for developing and maintaining the Navy Modernization Process (NMP) policies and supporting information systems that govern the planning engineering and execution of modernization across the surface fleet. This contract supports SEA 09P in advancing modernization process standardization continuous improvement and integration with the Navys digital engineering and IT this role you will manage project planning and execution across modernization and IT integration efforts ensuring alignment between modernization process development engineering change management and digital systems implementation. - Manages task planning resource allocation and milestone tracking across modernization process development and IT integration workstreams
- Oversees the development documentation and implementation of modernization policies procedures and process improvements supporting configuration management and engineering change control
- Coordinates between SEA 09 ship modernization stakeholders and Fleet organizations to ensure modernization processes are efficiently implemented and continuously improved
- Facilitates process reviews data validation and quality control of modernization documentation workflows and IT-enabled tools
- Provides project-level oversight for integration of IT systems supporting the modernization process including databases applications and web-based tools
- Ensures alignment between process requirements and system functionality by collaborating closely with systems engineers software developers and database administrators
- Develops and maintains project-level schedules tracking milestones dependencies and deliverable status using integrated scheduling tools
- Prepares technical and management reports summarizing project status risks and performance metrics for submission to the Senior Program Manager and Government stakeholders
- Supports development and implementation of training materials guides and process documentation to support modernization stakeholders
- Identifies risks and issues affecting modernization or IT integration activities and develops mitigation plans in coordination with program management and technical leads
- Ensures all modernization and IT-related deliverables meet contractual quality standards and comply with the Quality Management System (QMS) and CMMI Level III principles
- Leads project-level meetings Integrated Product Teams (IPTs) and working groups to coordinate modernization and IT systems engineering activities and ensure timely issue resolution
REQUIRED SKILLS/EXPERIENCE- Fifteen (15) or more years of experience in Project Management
- Demonstrated experience with and application of ISO 9001 - QMS Principles and Practices CMMI Level III Principles and Practices and Engineering Change Management
- Demonstrated experience in facilitation of collaborative teaming
- Demonstrated experience in facilitation of internal communications
- Demonstrated experience in milestone management and project execution
- Demonstrated experience in Personnel Management
REQUIRED EDUCATION / CERTIFICATIONS- Bachelors degree in engineering or business management field of study
- Project Management Professional (PMP) Certification
PREFERRED SKILLS/EXPERIENCE- Masters degree in engineering management or business management field of study
- Fifteen (15) or more years of experience with DOD/Navy Program Management
- Experience with DoD/DoN Procedures and Policies (DoD 5000 process)
