Department Profile

The ISG Financial Crimes Risk (FCR) Team is embedded within the Firms business line. It is responsible for identifying assessing and escalating potential money laundering and reputational risk issues associated with higher risk client types. The FCR Team is considered the first line of defense and supports the onboarding and enhanced due diligence processes for Morgan Stanley.

Primary Responsibilities

Vice President - Policies Procedures and Training will play a key role in supporting the development implementation and oversight of the Teams policies procedures and related training initiatives. This individual will partner closely with FCR Head of Policies Procedures and Training to drive standardization enhance regulatory compliance and embed a culture of accountability across the Team. By aligning procedural documentation and training programs with strategic goals the VP will ensure operational efficiency regulatory adherence and consistent employee development across departments.

Policy and Procedure Development

  • Contribute to end-to-end development review and maintenance of policies procedures and guides ensuring alignment with regulatory requirements business objectives and organization standards.
  • Regularly assess the effectiveness of implemented policies revising them as necessary.
  • Monitor Firms changes to proactively update policies and procedures maintaining organizational compliance and readiness.

Training and Development

  • Provide strategic oversight and subject matter expertise to support the design development and delivery of training programs aligned with policy and procedure requirements.
  • Collaborate with the FCR Head of Policies Procedures and Training to ensure content accuracy consistency and relevance across regulatory priorities.
  • Create training materials ensuring information is clear concise and impactful. Contribute to developing content that effectively communicates key messages and aligns with organizational goals and standards.
  • Support the evaluation of training effectiveness through data analysis stakeholder feedback and risk-based assessments to drive continuous improvement and compliance readiness.

Governance and Compliance

  • Establish and maintain a robust governance framework to oversee policy procedure and training initiatives ensuring accountability transparency and effective oversight.
  • Partner with key stakeholders across risk and compliance functions to standardize practices and drive consistency in documentation and implementation.
  • Participate actively in governance forums and working groups to drive strategic alignment and decision-making across functions.

Monitoring and Reporting

  • Establish metrics and KPIs to monitor the implementation and adherence to policies and training programs.
  • Regularly report on policy compliance and training progress to the executive leadership team.
  • Continuously assess and mitigate risk by staying informed on emerging regulatory changes.

Role will require in office attendance 4 days/week.

Qualifications

Experience Required:

  • 4-7 years professional experience in a financial crimes/anti-money laundering group (or similar) at a financial institution.
  • Demonstrated success in developing training programs and policies and procedures.
  • Experience in managing cross-functional teams and working with senior executives.
  • Bachelors degree or equivalent.

Skills Required:

  • Thorough knowledge of AML/KYC regulations and standards including local and international requirements.
  • Excellent communication and leadership skills with the ability to provide constructive feedback and drive process improvements.
  • Exceptional problem-solving abilities and a proactive approach to challenges.
  • Ability to adapt to a rapidly changing regulatory environment.
  • Strong knowledge of regulatory frameworks and industry standards.
  • Exceptional written and verbal communication skills.
  • Proficient in creating visual presentation for key stakeholders.
  • Ability to influence and lead change across an organization.
  • Strong project management skills with a focus on operational execution.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficient in developing and analyzing reports and data to inform decision-making.

Expected base pay rates for the role will be between $140000 and $250000 per year at the commencement of employment. However base pay if hired will be determined on an individualized basis and is only part of the total compensation package which depending on the position may also include commission earnings incentive compensation discretionary bonuses other short and long-term incentive packages and other Morgan Stanley sponsored benefit programs.
