The New York City Department of Homeless Services (DHS) is the largest Organization in the United States dedicated to preventing and addressing partnership with other City Agencies and Nonprofit Organizations DHS works to prevent homelessness before it begins reduces street homelessness provide temporary shelter and connect individuals and families to stable housing all with a focus on accountability empathy and equity.
DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.
The New York City Department of Homeless Services Police is charged with protecting designated city managed shelters. The newly created Shelter Security Management team is tasked with the important role of establishing and maintaining security in DHS facilities. The Shelter Security Management team will expand on existing strategies to enhance security and better connect New Yorkers experiencing homelessness to services shelter and housing by taking a trauma-informed approach to site management and security while simultaneously monitoring the effectiveness of this approach supported by empirical data related to the attainment of overall security goals.
The Department of Homeless Services (DHS) is recruiting for one (1) Administrative Staff Analyst NM-I to function as a Special Assistant to the Deputy Commissioner who will:
-Serve as the primary liaison between the Deputy Commissioner and internal/external executive leadership ensuring clear communication and alignment on security programming and operational priorities.
-Represent the Deputy Commissioner in high-level meetings prepare talking points and draft executive correspondence presentations and reports.
-Provide strategic input on policy and operational initiatives impacting security and shelter operations.
-Assist in the development review and implementation of Requests for Proposals (RFPs) including reading rating and providing recommendations on proposals for new security related services/equipment.
-Conduct high-level analysis of budgets and procurement strategies related to security initiatives.
-Partner with the Agency Chief Contracting Officer (ACCO) Finance Legal and other divisions to move projects through approval contracting and implementation stages.
-Conduct advanced analysis of historical and real-time incident data to identify trends deficiencies and opportunities for improvement.
-Design innovative tools and methodologies for tracking security outcomes.
-Develop performance dashboards and executive briefing materials to support evidence-based decision-making.
-Monitor deadlines deliverables and follow-through on high-priority assignments from the Deputy Commissioners office.
-Review and provide feedback on submissions policy drafts and reports prepared by senior staff.
-Anticipate challenges troubleshoot operational and strategic issues and recommend effective solutions.
-Establish and maintain productive relationships with providers public agencies and community partners to strengthen security partnerships.
-Coordinate with executive security leadership across DHS and other City agencies to align strategies and share best practices.
-Support organizational change initiatives that promote a trauma-informed and client-centered approach to security.
Hours/Schedule: Mon-Fri 8:00am to 4:00pm Or 9:00am to 5:00pm.
ADMINISTRATIVE STAFF ANALYST ( - 1002A
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
