DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 2 Systems Analyst 3 hereafter referred to as Candidate(s) who meets the general qualifications of Systems Analyst 3 Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).

Job Description
Understands business objectives and problems identifies alternative solutions performs studies and cost/benefit analysis of alternatives. Analyzes user requirements procedures and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures identify problems and learn specific input and output requirements such as forms of data input how data is to be; summarized and formats for reports. Writes detailed description of user needs program functions and steps required to develop or modify computer program. Reviews computer system capabilities specifications and scheduling limitations to determine if requested program or program change is possible within existing system.
Additional job details and special considerations
The candidate must have experience implementing PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules and must excel in gathering requirements conducting fit-gap analysis and mapping data to and from legacy systems and third-party interface systems. The candidate must have hands-on experience implementing PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules as a functional business analyst as well as core business analyst skills including conducting meetings to identify requirements system documentation and performing end-to-end system testing. Other duties may be assigned based on project needs and some off-hours may be required depending on the project phase.
The qualified candidate must possess strong written and verbal communication skills as well as the ability to work effectively with a large remote team.
Other duties include documentation performing hands-on system testing supporting training efforts and other project tasks as needed. Some off-hours may be required depending on the project phase.
Work Hours: Monday Friday 8:00 AM 5:00 PM Central
This is currently a remote position but could become hybrid and require some time in the main office. Specific days will be negotiated at that time.
CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:

Years Required/Preferred Experience
- 8 Required Experience as a business analyst with PeopleSoft FSCM 9.2.
- 8 Required Experience as a business analyst specifically in Accounts Receivable and Billing module implementations.
- 8 Required Experience as a business analyst in gathering requirements and conducting fit/gap analysis with subject matter experts.
- 8 Required Experience in performing hands-on end-to-end system integration testing with third-party interfaces.
- 8 Required (at least 4) Experience with Microsoft O365 applications (Word Excel PowerPoint Visio)
- 8 Required (at least 2) Experience working with MS Teams in a large team setting.
- 4 Preferred Experience working with a public sector organization (Federal State or Local Government)
- 2 Preferred Experience as a business analyst in General Ledger
- 2 Preferred Experience working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system
- 2 Preferred Experience with PeopleSoft Approval Workflow Engine (AWE)
- 2 Preferred Experience with SharePoint
- 1 Preferred Experience with Jira
- 1 Preferred Experience working with the Scrum framework
TERMS OF SERVICE
Services are expected to start 11/10/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1675 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at 4601 W. Guadalupe Street Austin TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Health and Human Services Commission will provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. Required Experience:
