Job Summary

Overview

The Sr. Cost and Pricing Managers will lead all costing and pricing elements of highly complex for a vast variety of donors including those where a relationship has not yet been established. Working in close partnership with others in the Resource Development Office as well as Global Human Resources Program and Technical staff this position is accountable for preparation of highly complex cost proposals providing mentorship to junior staff as needed.

The Sr. Cost and Pricing Manager will determine requirements for work as it pertains to cost and pricing activities as well as utilize critical thinking and assessment techniques to build out and plan according to proposal requirements. This position will challenge existing approaches and integrate industry knowledge to enhance organizational positioning on bids.

Responsibilities

Costing and Pricing

  • Serves as lead Cost and Pricing contact through the end-to-end lifecycle of highly complex and bi-lateral cost proposals
  • Builds out new approaches and plans where there is requirement to do so
  • Leads advanced budget exercises utilizing Excel analysis tools such as pivot tables slicers charts logical and lookup functions and data sorting
  • Prepares buildups for CPAF CPFF Schedule Contracts including Fixed Burdened Daily Rates and Functional Labor categories and fee deliverable tables for highly complex proposals
  • Applies accounting standards into proposal budgets
  • Incorporates USAID rules and regulations OMB CFR 200 and FAR into proposal budgets
  • Fulfills obligations and meets multiple proposal calendar deadlines
  • Ensures the timely generation of pricing submissions and compliance with solicitation requirements and established review/approval processes
  • Produces significant amount of independent cost proposal work
  • Analyzes evaluates and makes recommendations regarding proposal cost reapplication proposal requirements and reasonableness to program staff
  • Leads substantive budget inputs including real time analysis to guide decision-making on design
  • Leads transition of highly complicated budgets to Global Program Finance personnel upon award
  • Interfaces with subject matter experts to accurately estimate costs
  • Leads budget reviews independently
  • Uses enterprise-wide databases proficiently

Process Improvement

  • Initiates process improvements in regards to workflow within RDF
  • Initiates training for fellow RDF staff

Stakeholder Engagement

  • Gains buy in of cross-functional partners and advocates for new positions on assigned proposals through the cost and pricing lens where needed
  • Establishes productive relationships with proposal team members covering NPD GPO TLI ISTS and GHR
  • Partners with negotiating team in preparing offers and counter-offers and makes recommendations on the financial impact of terms and conditions trade-offs (e.g. calculates the loss by reducing the Service Center or F&A rates)

Supervision

  • Provides coaching guidance and mentorship to direct report(s) where needed
  • Sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered
  • Provides ongoing feedback and performance reviews
  • Tracks monitors and effectively addresses and / or rewards performance of direct reports
  • Manages employees in compliance with all HR policies procedures guidelines
  • Shares knowledge information skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams

Required Qualifications

  • Bachelors Degree in Finance Accounting or related field or equivalent experience
  • 8 years of pricing financial analysis and/or cost management for USG assistance or acquisition and/or non-USG donors experience
  • 2 years supervising staff experience
  • Experience designing pricing models for various types of bid opportunities
  • Experience in international development
  • Experience ingovernment contract administration government estimating and negotiations Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR)
  • Understanding of service center fringe and indirect rate application and allocation methodologies
  • Intermediate knowledge of US government cost principles GAAP accounting rules and grant/contract management
  • Familiar with differences between contracts and cooperative agreements and their relevant terms and conditions
  • Ability to create proposal budgets for diverse donors/sponsors
  • Demonstrated ability to effectively manage several major activities simultaneously
  • Excellent oral and written communication skills
  • Ability to work in large and diverse teams
  • Ability to work independently in an unstructured environment
  • Proficient in MS Office and university-specific accounting and reporting packages
  • Experience with and knowledge of the international development community preferably in the area of health
  • Ability to communicate effectively with multiple organizational and professional levels including multiple cultures and taking into account the audience and nature of the information
  • Ability to coordinate and collaborate ability to garner relevant information for effective analysis and the ability to listen to others and respond appropriately
  • Demonstrated advanced experience with spreadsheets and database systems especially in Microsoft Excel
  • Excellent organizational time management skills and strong written communication skills
  • Self-motivated ability to follow instructions and work with minimal supervision willingness and ability to meet deadlines
  • Flexibility to work over time during budget process and manage intense deadline driven process
  • Excellent problem-solving and follow-through skills
  • Ability to make independent decisions while keeping supervisor appraised of important matters
  • Understanding and practical knowledge of government regulations and business volume proposal preparation in response to RFAs and RFPs and other contract vehicle procurement methodologies
  • Knowledge of the principals terminology and methodology of proposal preparation
  • Ability to travel up to 15% of the time

Preferred Qualifications

  • Masters Degree
  • Experience in international development specifically public health

The salary range for this role is expected to be: $102944 - $134039.

Actual compensation may vary based on factors such as geographic location work experience market conditions education/training and skill level. JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
